About The Position

Oneida Professional Services is seeking a highly experienced Technical Instructor IV / Task Order Lead to serve as an Instructional Design Subject Matter Expert (SME) and strategic leader supporting the U.S. Army Medical Center of Excellence (MEDCoE). This role provides instructional design expertise, staff development, training strategy leadership, and oversight of synchronous and asynchronous training products, multimedia development, and project execution.

Requirements

  • Master’s Degree in Education or related field (Bachelor’s Degree with significant experience may qualify).
  • 15+ years of professional experience in instructional design, training development, or related field.
  • Demonstrated experience managing training programs aligned with TRADOC Regulation 350-70 and TRADOC Circular 350-70-
  • Expertise in Human-Centered Design and learner-centric instructional strategies, preferably in medical training environments.
  • Strong analytical skills with proven experience conducting training needs analyses.
  • Experience briefing senior military and civilian leadership.
  • Experience in instructional facilitation, learning visualization, and creative direction.
  • Complex project leadership experience (Level 3-4), preferably within DoD or federal programs.
  • Curriculum program management experience, particularly in medical curriculum development.
  • Minimum of 5 years of experience supporting a DoD Center of Excellence, with strong preference for MEDCoE experience.
  • Demonstrated expertise with all tasks and deliverables described in PWS Paragraph 5.2.

  • Familiarity with AR/VR training technologies and medical simulation-based instruction.

Responsibilities

  • Provide technical and functional expertise on subject matter processes, systems, and instructional design methodologies.
  • Conduct detailed analysis and research to produce comprehensive reports supporting training recommendations.
  • Design instructional strategies, learning objectives, assessments, and student-centered learning activities aligned with MEDCoE’s learning technologies.
  • Provide subject matter expertise during the design, development, testing, and evaluation of courseware and instructional materials, including oversight of Storyboards and Alpha/Beta products.
  • Support development of human-centered design strategies incorporating equity and justice frameworks within ISD models.
  • Conduct research, maintain courseware files, coordinate courseware repair/redevelopment, complete academic reviews, and validate all learning products within MEDCoE’s LMS environment and future Army learning ecosystem.
  • Provide project updates and highlight critical issues to the Program Manager and COR in advance of suspense deadlines.
  • Work collaboratively with internal and external government stakeholders to identify training needs and design instructor-led, virtual, and technology-enhanced training solutions (including AR/VR simulations).
  • Serve as Senior Creative Director / Task Order Lead and foster a highly collaborative development environment among instructional designers, training developers, media specialists, programmers, and SMEs.
  • Produce project documentation including milestone trackers, risk management reports, and status updates.
  • Plan, organize, and direct the execution of complex training development projects ensuring scope, schedule, and cost objectives are met.
  • Monitor project timelines, coordinate task completion across departments, and communicate delays proactively.
  • Recommend corrective actions or alternative approaches to maintain project performance.
  • Prepare and present accurate, professional deliverables and progress reports.
  • Provide technical advisory support to MEDCoE management and senior leaders.
  • Assist in developing policies, procedures, and standards for training development, ensuring full alignment with TRADOC Regulation 350-70 and MEDCoE requirements.
