About The Position

P17 Solutions is seeking an experienced Technical / Financial Program Analyst to provide integrated technical and financial program support across FAA National Airspace System (NAS) modernization initiatives. This position is located onsite at the William J. Hughes Technical Center for Advanced Aerospace, Egg Harbor Township NJ. This hybrid role sits at the intersection of program financial management, cost estimation, technical performance monitoring, and data analytics - requiring both the analytical rigor to manage complex cost models and the technical fluency to engage meaningfully with engineering and systems teams. The ideal candidate brings demonstrated FAA program experience - including familiarity with NAS automation systems, FAA governance processes, and cost accounting frameworks - and has a track record of delivering data-driven analysis in support of program decisions, contract negotiations, and executive reporting. This role requires someone who is equally comfortable building a Life Cycle Cost Estimate (LCCE), developing a Tableau dashboard for program leadership, and presenting findings to FAA Group Managers or Contracting Officers.

Requirements

  • Bachelor's degree or higher in Finance, Economics, Business Administration, Systems Engineering, Aeronautics, or a closely related technical or business discipline.
  • Minimum 5 years of direct FAA or federal government program support experience, with demonstrated involvement in NAS automation programs, NextGen initiatives, or equivalent mission-critical aviation systems.
  • Minimum of 10 years in Program Management role
  • Demonstrated experience in cost estimation, financial analysis, or program financial management in a government contracting environment; experience with EVM, LCCEs, IGCEs, or JRC cost models preferred.
  • Experience with data analytics tools - SQL, Tableau, Power BI, Excel (advanced), or equivalent - to support program reporting, cost tracking, and executive decision support.
  • Demonstrated ability to manage multiple concurrent task orders or projects, coordinate cross-functional teams, and deliver work products on time and within budget.
  • Strong technical writing skills; proven ability to develop program plans, roadmaps, business cases, budget estimates, risk management analyses, and status reports.
  • Excellent verbal communication and stakeholder engagement skills; comfortable briefing program managers, contracting officers, and executive-level FAA government staff.
  • Ability to obtain or maintain a U.S. Public Trust clearance; active clearance is a plus.
  • Must be able to obtain and maintain a Public Trust clearance.
  • Be a US Citizen, have a US Green Card, or a Non-immigrant Work Authorization (VISA).
  • Has resided in the US for three (3) consecutive years.

  • Proficiency with FAA financial systems and cost accounting tools, including SPIRE, DELPHI, OBIWAN, or equivalent government financial management platforms.

Responsibilities

  • Develop and maintain Life Cycle Cost Estimates (LCCEs), Independent Government Cost Estimates (IGCEs), and parametric cost models for NAS programs and contract actions.
  • Lead or support Earned Value Management (EVM) implementation, analysis, and reporting; review contractor CDRLs including Program Management Reviews (PMRs) and Business Management Reviews (BMRs) for financial accuracy.
  • Support budget formulation planning for FAA Capital Investment Plan (CIP) programs.
  • Conduct cost and schedule excursion analyses, financial performance assessments, and variance reporting for program leadership and Contracting Officers.
  • Provide CLIN management, contract financial tracking, and management of non-prime contractor support resources across multiple task orders.
  • Support technical program management activities for FAA NAS programs, including TAMR, STARS, TFDM, DataComm, NextGen R&D, UAM/AAM, or equivalent automation systems.
  • Monitor contractor technical performance against Work Breakdown Structure (WBS) elements; identify risks, interdependencies, and schedule impacts and escalate appropriately.
  • Support development, review, and coordination of program plans, acquisition strategies, roadmaps, and business cases for FAA investment decisions.
  • Assist with stakeholder engagement across FAA offices, prime contractors, and subcontractors; facilitate technical meetings and coordinate cross-functional team activities as needed.
  • Serve as the Task Manager (TM) for assigned task orders, overseeing team responsibilities, deliverables, and day-to-day technical direction.
  • Lead and facilitate team meetings, setting agendas and priorities to keep the team aligned on deliverables and milestones.
  • Serve as the primary point of contact between the team and government/agency stakeholders on technical matters.
  • Proactively identify and resolve technical and programmatic risks before they escalate, ensuring continuity of operations.
  • Mentor and provide direction to junior team members in a Task Manager or technical lead capacity.
  • Maintain data integrating cost, schedule, and programmatic data from FAA financial systems and scheduling tools.
  • Apply SQL-based queries, data transformation, and reporting to support cost analysis, EVM, and financial reconciliation tasks.
  • Support development of automated reporting tools and data pipelines that consolidate multi-source program data for executive-level consumption.
  • Author technical and programmatic documents including roadmaps, risk management analyses, program schedules, budget estimates, business cases, and status reports.
  • Develop and maintain program documentation.
  • Present findings and recommendations to FAA program managers, group managers, and senior leadership; communicate complex financial and technical concepts clearly to diverse audiences.
  • Support development of FAA Concept of Operations (ConOps), NextGen integration plans, and stakeholder coordination documentation as required by task order scope.
