About The Position

WSP is seeking a full-time Technical Director, Project Management for its Exton, Pennsylvania office. This role will support WSP's extensive portfolio of transit, rail, highway, bridge, and transportation infrastructure projects in Pennsylvania and the Mid-Atlantic region. The position focuses on major regional transit and rail agencies like SEPTA, as well as PennDOT, Amtrak, NJ TRANSIT, DRPA/PATCO, and other public-sector transportation agencies. The selected candidate will hold a senior leadership position, overseeing project delivery, client management, technical guidance, staff development, and business growth across various transportation infrastructure programs. A strong background in construction management and field support, particularly for large infrastructure projects in the Philadelphia area, is essential. The Technical Director will provide leadership and oversight for project delivery, client service, business development, and technical excellence within WSP's Transportation and Infrastructure teams, with a specific emphasis on supporting SEPTA and similar agency clients. Collaboration with WSP's highway, bridge, civil, construction management, environmental, and program management practices is expected.

Requirements

  • Bachelor's degree in Civil Engineering, Transportation Engineering, Construction Management, or a closely related field.
  • Approximately 15+ years of progressively responsible experience in project management, transportation infrastructure delivery, engineering consulting, program management, construction management, or related transportation fields.
  • Demonstrated experience managing complex transportation projects involving transit, rail, bridge, highway, roadway, station, facility, or multimodal infrastructure improvements.
  • Proven ability to lead multidisciplinary teams and manage project scope, schedule, budget, risk, quality, and client expectations.
  • Experience working directly with public-sector transportation agencies, contractors, municipal stakeholders, and multidisciplinary technical teams.
  • Strong understanding of transportation project development and delivery processes, including planning, design, procurement, construction, and program implementation.
  • Excellent verbal and written communication skills, including experience leading meetings, presentations, negotiations, and executive-level discussions.
  • Ability to develop and maintain strong client relationships while supporting project execution and business growth objectives.
  • Ability to work from the Philadelphia office and support clients and projects throughout Pennsylvania and the broader Mid-Atlantic region, as needed.

Nice To Haves

  • Professional Engineer (PE) license or ability to obtain licensure.
  • Experience working with SEPTA, PennDOT, Amtrak, NJ TRANSIT, DRPA/PATCO, Pennsylvania Turnpike Commission, or similar transportation agencies.
  • Experience delivering rail, transit, highway, bridge, station, maintenance facility, or major transportation infrastructure programs.
  • Demonstrated success serving as Project Manager, Program Manager, Client Service Manager, Owner's Representative, Project Executive, or Technical Lead on transportation projects.
  • Familiarity with project management and project controls tools such as Primavera P6, Microsoft Project, eBuilder, Power BI, SharePoint, Bluebeam, or similar platforms.
  • Experience with design-build, construction management, alternative delivery, on-call services, or task order contracting environments.
  • Ability to support strategic planning, business development, client relationship management, proposal preparation, and pursuit leadership activities.
  • Established relationships within the Pennsylvania transportation market and familiarity with regional transportation funding, project development, and implementation processes.
  • Experience managing multidisciplinary transportation teams across planning, engineering, environmental, permitting, public involvement, right-of-way, utilities, and construction support functions.
  • Track record of mentoring staff, developing future project managers, and contributing to organizational growth and technical excellence.

Responsibilities

  • Serve as Project Manager, Program Manager, Task Lead, Client Service Manager, or Technical Director on transit, rail, bridge, highway, multimodal, facility, and transportation infrastructure assignments.
  • Lead multidisciplinary project teams and provide oversight of scope, schedule, budget, quality, risk management, and overall project performance.
  • Serve as a trusted advisor to key transportation clients, including SEPTA, PennDOT, Amtrak, NJ TRANSIT, DRPA/PATCO, local municipalities, and other public agencies.
  • Manage project planning, design delivery, construction support, program management, and owner's representative assignments throughout the project lifecycle.
  • Coordinate work among engineers, planners, environmental specialists, construction managers, contractors, client representatives, utilities, and third-party stakeholders.
  • Provide leadership for transportation infrastructure projects involving rail corridors, stations, passenger facilities, maintenance complexes, bridges, roadways, complete streets, and multimodal transportation systems.
  • Support development and implementation of project management plans, risk management strategies, stakeholder coordination plans, delivery schedules, and quality management procedures.
  • Lead project meetings, executive briefings, client presentations, technical workshops, and coordination efforts with internal and external stakeholders.
  • Support procurement activities, contract administration, consultant management, task order development, change management, and project controls activities.
  • Help identify project risks, schedule impacts, funding challenges, stakeholder concerns, and technical issues while developing practical solutions that support successful project delivery.
  • Support SEPTA-facing delivery expectations, including strong communication, responsiveness, coordination, and understanding of public-sector project development and implementation processes.
  • Participate in proposal development, capture planning, staffing strategies, project interviews, and growth initiatives supporting transportation infrastructure opportunities throughout the region.
