About The Position

The Technical Design Expert – Mexico is responsible for leading and coordinating all Mexico based technical and design activities supporting the WIFA Long Term Water Augmentation Fund Project. This role ensures that engineering studies, concept designs, technical analyses, and design development performed in Mexico are technically sound, constructible, operable, and fully aligned with WIFA program requirements, all applicable regulatory expectations, and cross border infrastructure interfaces. The position serves as the primary technical authority in Mexico for design related matters and acts as a key interface between Mexico based engineering teams, Arizona based program leadership, and multidisciplinary technical experts.

Requirements

  • Bachelor’s degree in Engineering, Construction Management, or a related technical discipline (advanced degree preferred).
  • Demonstrated experience within the feasibility and concept development stages of water infrastructure projects.
  • Proven experience delivering large‑scale infrastructure projects in Mexico, preferably in water, desalination, energy, or cross‑border infrastructure.
  • Strong understanding of Mexican regulatory, permitting, and contracting environments.
  • Proven experience coordinating multidisciplinary teams and managing complex stakeholder environments.
  • Demonstrated ability to work effectively in cross‑border project structures.
  • Fluent in Spanish and English (required).
  • Strong leadership, communication, and problem‑solving skills.
  • Strong project coordination and execution skills from feasibility to implementation.
  • Ability to manage multiple interfaces and competing priorities.
  • Excellent communication, organization, and reporting capabilities.
  • Proactive risk identification and problem‑solving mindset.
  • Comfort working in complex, long‑term, multi‑phase infrastructure programs.

Responsibilities

  • Lead all technical and engineering design activities executed in Mexico in support of the WIFA program.
  • Coordinate the development of feasibility studies, concept designs, technical memoranda, and design deliverables related to: Water sourcing and conveyance, Intake and discharge systems, Treatment and desalination concepts, Cross‑border infrastructure interfaces.
  • Ensure designs comply with project technical standards, applicable codes, and best practices.
  • Serve as the main technical interface between Mexico‑based design teams and Arizona‑based WIFA program leadership.
  • Ensure consistent technical alignment between U.S. and Mexico workstreams, including assumptions, design criteria, and interface boundaries.
  • Support integration of Mexico‑based design elements into overall WIFA system architecture.
  • Coordinate with internal and external specialists, including: Process and treatment experts, Marine / intake / discharge specialists, Geotechnical and hydraulic engineers, Operations & Maintenance representatives.
  • Validate that designs consider constructability, operability, maintainability, safety, lifecycle performance, and cost efficiency.
  • Lead and participate in formal design reviews, technical workshops, and value‑engineering sessions.
  • Review and validate engineering calculations, drawings, technical reports, and consultant deliverables.
  • Ensure technical quality, consistency, and traceability across all Mexico‑based design outputs.
  • Support feasibility, permitting and environmental teams by providing technical inputs required for: Environmental impact assessments, Permit applications and regulatory submissions, Stakeholder and authority engagement activities.
  • Ensure designs reflect local regulatory, environmental, and constructability constraints.
  • Coordinate closely with the Construction Lead – Mexico to ensure design solutions are construction‑ready.
  • Assist with construction methodology development, sequencing, and temporary works considerations from a design perspective.
  • Provide technical clarifications during early works and execution planning phases.
  • Prepare and present technical updates, risks, and recommendations to the Project Lead – Mexico and Project Director – WIFA.
  • Maintain structured documentation of technical assumptions, decisions, and design evolution.
  • Contribute to project governance, reporting, and executive briefings as required.
