About The Position

Global Solutions Ventures (GSV), a partnership between ZemiTek, LLC and Dexis Consulting Group, is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global) for the U.S. Department of State (DOS). This initiative aims to address human resource challenges in national infectious disease programs in U.S.-supported countries by embedding technical experts within government entities. The Technical Advisor for Epidemiology will provide expertise to the Director of the Center of Sanitary, Epidemiology, and Welfare (CSEW) Services in Uzbekistan, focusing on implementing Joint External Evaluation (JEE) recommendations and enhancing the government's capacity to prevent, detect, and respond to infectious disease outbreaks and public health emergencies. The role involves day-to-day support to CSEW in managing epidemiological activities.

Requirements

  • Advanced degree in Epidemiology, Public Health, or a related field.
  • At least 5 years of experience in epidemiology and public health, preferably in a post-Soviet health system.
  • Proven experience in developing and implementing public health recommendations and strategies.
  • Fluency in Uzbek and/or Russian and proficiency in English.
  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal skills.
  • Ability to work independently and as part of a team.

Nice To Haves

  • Knowledge about JEE assessments, public health surveillance, animal health and agricultural systems, antimicrobial resistance, infectious disease outbreak investigations, and public health emergency response is desirable.
  • Knowledge about post-Soviet health systems and working with international donors is desirable.

Responsibilities

  • Analyze and prioritize JEE recommendations related to epidemiology.
  • Provide expert technical advice on implementing epidemiology activities in action plans such as the National Action Plan for Health Security (NAPHS), Antimicrobial Resistance (AMR) Action Plan, National Emergency Preparedness and Response Action Plan, and Tripartite Zoonotic Disease Action Plan.
  • Monitor and report on the progress of implementing JEE recommendations on epidemiology.
  • Provide day-to-day technical support to the Director of CSEW on epidemiological issues.
  • Assist in designing, implementing, and evaluating epidemiological studies and surveillance systems.
  • Assist in developing epidemiological content for policies, strategies, standard operating procedures, and protocols.
  • Provide expertise in data collection, analysis, and interpretation of epidemiological data.
  • Assist Technical Working Groups (TWGs) in providing epidemiological advice.
  • Provide input to and/or conduct training sessions and workshops to build the capacity of CSEW staff in epidemiology.
  • Develop training materials and resources on epidemiological methods and best practices.
  • Collaborate with Secretariats, other departments, and stakeholders to ensure a coordinated approach to epidemiological issues.
  • Participate in meetings and discussions related to epidemiology and public health.
  • Prepare detailed reports on the implementation of JEE recommendations pertaining to epidemiology.
  • Document best practices and lessons learned from epidemiological projects and initiatives.
  • Provide epidemiological and public health indicator-related information and data to DoS.
  • Provide strategic advice to the Director of CSEW on epidemiological matters.
  • Stay updated on the latest developments and trends in epidemiology and public health.
  • Advocate and promote an integrated cross-sectoral health approach.
  • Establish working relationships with stakeholders including other Government of Uzbekistan entities.
  • In consultation with DoS, provide other services related to epidemiology and public health requested by the Director of CSEW.
