Team Leader- Regional Sub-Saharan Africa Digital Infrastructure Opportunities Desk Studies
About The Position
Headquartered in Washington, D.C., Banyan Global is an international development consulting firm with expertise in economic growth, health, monitoring, evaluation and learning, economic growth, and empowering communities. Banyan Global is recruiting a Team Leader to serve as the technical and managerial lead for upcoming USTDA Sub-Saharan Africa Digital Infrastructure Desk Study Series. This project will support USTDA decision-making about funding of activities, such as feasibility studies, technical assistance, pilot projects, and front-end engineering and design studies to support U.S. industry participation in digital infrastructure projects around the world.The role will conduct a review of initial project proposals, prepares of up to 15 Project Reports, and ensures development of investment-ready terms of reference and budgets aligned with USTDA funding criteria and anticipated financing requirements. The period of performance is up to 24 months
Requirements
- 10+ years infrastructure project preparation/assessment experience in emerging markets
- Digital infrastructure sector experience
- Experience developing feasibility study, pilot project and technical assistance TORs and budgets
- Strong background in project finance and infrastructure financing
- Familiarity with MDB, DFC, Ex-Im, and commercial financing requirements
- Sub-Saharan Africa experience
- MBA or master’s in finance, economics or related field
- Strong written and oral communications skills in English
Nice To Haves
- Experience supporting USTDA, MCC, or similar agencies
- Experience estimating U.S. export impact
- Fluency in French or Portuguese
Responsibilities
- Provide technical leadership and deliverable oversight
- Review up to 10 initial project proposals.
- Lead preparation of up to 15 Project Reports.
- Ensure compliance with USTDA funding criteria, export potential, and infrastructure risk standards.
- Develop TORs & budgets for feasibility studies, TA or pilots
- Conduct financial and investment analysis, assessing financial viability, capital structure, and financing pathways.
- Conduct U.S. export and market assessment
- Assess sponsor capacity and evaluate environmental, regulatory, and infrastructure risks and propose mitigation measures.
- Engage stakeholders, including sponsors, U.S. firms, financiers, and USTDA
- Oversee preparation of the Final Report and public-facing market summary.
