The Ministry of Treasury Board and Finance (TBF) is responsible for budget planning, financial management and economic analysis, and the administration of tax and revenue programs. In addition, TBF undertakes policy and regulatory oversight of Alberta’s financial securities, insurance and pension sectors. Committed to responsible fiscal management, TBF supports government’s fiscal planning by coordinating the budget, quarterly and overall Treasury Board processes, and by working closely with ministries to efficiently and effectively deliver programs and services. Reporting to the Director, Workforce Reporting & Analytics (WRA), the Team Lead, HCM Business Intelligence leads a team of Business Intelligence Consultants responsible for delivering enterprise workforce data, analytics and business intelligence solutions across the Alberta Public Service (APS). The team transforms workforce data into actionable insights that support strategic decision-making for clients including Talent Acquisition Services, Labour Relations, Compensation and Classification, Finance, and other government departments. This role provides strategic leadership for the design, development, implementation, and continuous improvement of APS-wide workforce analytics solutions using the Workforce Reporting Platform (WRP). The Team Lead combines people leadership, project oversight, business analysis, data governance, and stakeholder engagement to deliver high-impact reporting and analytics products that inform evidence-based decisions across government.

Requirements

  • University Degree or college diploma in Computer Science, Computer Engineering, Commerce, Human Resources, Business Administration, or a related field, plus a minimum of 4 years' experience with emphasis on data and information including demonstrated experience in client engagement, and knowledge of government operations, privacy legislation, regulations, policies as well as APS workforce policies and programs is required.
  • A related 2-year diploma from a recognized post-secondary institution and 6-years of related experience.
  • A related 1-year certificate from a recognized post-secondary institution and 7-years of related experience.
  • Directly related education or experience considered based on 1-year of education for 1-year of experience; or 1-year of experience for 1-year of education.
  • Demonstrated leadership and supervisory abilities.
  • Expert level understanding and expertise in HCM data with a strong data analysis background, ability to integrate data, correlate and find data trends.
  • Experience overseeing the delivery of analytics initiatives from intake through implementation, including prioritization, resource allocation, risk management, and stakeholder engagement.
  • Experience working with senior leaders to translate business priorities into reporting and analytics deliverables that support operational and strategic decision making.
  • Significant knowledge of relevant GOA HR directives, policies, and applicable legislation/regulations and their application in varying contexts as they pertain to HR data, reporting, and information sharing.
  • Experience working with internal clients at various levels of the organization with an ability to communicate clearly and develop relationships with business partners.

Nice To Haves

  • Advanced proficiency with BI tools, Microsoft BI Technology Stack is highly preferred.
  • Adept use of technology, including Microsoft Office Suite applications, and video and multimedia presentation tools including knowledge of Database Management Systems, SQL, Power BI, DAX, SAS is considered an asset.

Responsibilities

  • Act as a senior advisor to leadership on workforce reporting and data strategy, including participating in operational planning.
  • Establish and maintain APS-wide standards, methodologies, and data definitions for BI practices within the WRP.
  • Full people management accountability while leading a team of HCM BI Consultants, including recruitment and selection, coaching, mentoring, team culture, engagement, workforce planning, and succession planning.
  • Set clear service objectives and measures; monitor workload distribution and delivery quality across a portfolio of APS projects and products.
  • Design, deliver and maintain BI and data solutions (including Power BI dashboards and reports) by applying best practices, conducting gap analyses, interpreting and complying with HR policies, and collaborating with Data and Statistical Services to recommend appropriate methodologies, resources, and approaches.
  • Lead end-to-end project management by managing scope, schedules, resources, dependencies, User Acceptance Testing (UAT), iterative requirements, communication, and training strategies through the project life cycle to ensure quality, readiness, adoption, and the successful release of data products including presentations to leadership and leading large scale client webinars.
  • Chair and manage various working groups with key stakeholders to drive the enhancement and development of the WRP and HR business intelligence in the organization.
  • Prepare briefings and recommendations that explain trade-offs, policy risks, and options to support leadership decision-making.
