About The Position

The City of Edmonton is seeking a collaborative and strategic leader for the Team Lead Abilities Management role. This position provides operational oversight and guidance for non-occupational disability management services, specifically Short Term Disability (STD) and Long Term Disability (LTD). The role involves balancing portfolio management with people leadership, managing a team of professional consultants to ensure accurate claim adjudication and successful return-to-work outcomes, with a focus on loss prevention. The Team Lead will act as a key liaison, building relationships with internal business areas, unions, and external providers to manage complex cases. The ultimate goal is to drive the City's Duty to Accommodate process while promoting a culture of health, wellness, and continuous improvement.

Requirements

  • Undergraduate degree in social sciences, a health-related discipline, or a related field (Equivalent education and experience will be considered)
  • A minimum of 5 to 7 years of progressive professional experience in Rehabilitation or Case Management
  • Demonstrated leadership or supervisory experience within a unionized work environment
  • Deep knowledge of and ability to interpret the Alberta Human Rights Legislation, Workers' Compensation legislation, Privacy legislation (FOIP), and Duty to Accommodate frameworks
  • Exceptional interpersonal, verbal, and written communication skills with a proven track record in conflict management
  • Strong business acumen with the ability to analyze metrics, identify trends, and deliver operational recommendations
  • Ability to facilitate discussions, deliver process training, and act as a subject matter expert with collaborators and bargaining groups
  • Strong organizational skills to independently prioritize work, balance caseload assignments, and maintain accountability standards
  • Experience working within a multi-unionized environment
  • Proficiency with digital workspace tools (such as Google Workspace/Apps) and specialized case management software

  • Related Professional Designation through a recognized association (e.g., R.R.P., C.C.R.C., Vocational Rehab Association, International Disability Management Standards Council, NIDMAR, or equivalent)
  • Certified Disability Management Professional (CDMP) or leadership accreditation

Responsibilities

  • Provide leadership, coaching, and operational oversight to a team of Abilities Management Consultants and support staff
  • Oversee the end-to-end administration of STD and LTD claims, ensuring timely adjudication and compliance with corporate policies and legislation
  • Coordinate, facilitate, and implement Return to Work plans and drive the Duty to Accommodate process
  • Develop, implement, and maintain a comprehensive Quality Assurance / Quality Control (QA/QC) program for case files and processes
  • Partner and collaborate with internal departments, union representatives, and external service providers to resolve complex claims and cross-jurisdictional issues
  • Prudently manage financial resources, monitor the sustainability of the STD fund, and oversee external service contract performance
  • Analyze claims data and industry trends to recommend proactive program enhancements and reduce absenteeism costs with a forward thinking approach
