About The Position

The Teacher on Special Assignment (TOSA) is a school-based instructional and compliance role responsible for coordinating districtwide Section 504 services, supporting special education compliance, and providing evidence-based literacy interventions for students in grades K–5. This position ensures compliance with Section 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act (ADA), the Individuals with Disabilities Education Act (IDEA), and applicable Ohio Administrative Code requirements. Responsibilities include supporting the implementation and monitoring of special education processes and documentation, collaborating with staff and families regarding student accommodations and services, and assisting administrators in maintaining compliance with state and federal regulations. In addition, the TOSA supports student achievement through structured literacy instruction delivered within a Multi-Tiered System of Supports (MTSS) framework, including providing direct small-group reading instruction to identified students.

Requirements

Valid Ohio teaching license in appropriate area (e.g., Early Childhood, Elementary, Reading Endorsement, Intervention Specialist, or related field).
Knowledge of Section 504, ADA, IDEA, and Ohio Operating Standards (preferred).
Demonstrated experience in structured literacy, reading intervention, and assessment-driven instruction.
Familiarity with MTSS/RTI frameworks and progress monitoring systems.
Strong understanding of evidence-based instructional practices aligned with Ohio Learning Standards.
Effective communication, collaboration, and organizational skills.
Ability to interpret and use multiple data sources to guide instructional and compliance decisions.

Responsibilities

Develop, write, and revise Section 504 Accommodation Plans in accordance with Section 504 of the Rehabilitation Act, ADA, and Ohio Department of Education and Workforce guidance.
Conduct or coordinate Section 504 evaluations using multiple sources of data, including classroom performance, interventions, assessments, and staff/family input.
Ensure implementation of 504 accommodations with fidelity and maintain required documentation in accordance with district procedures and Ohio compliance timelines.
Monitor student progress and review 504 plans annually or as needed based on student need.
Provide guidance to staff regarding appropriate accommodations, modifications, and procedural compliance.
Serve as a district representative at Individualized Education Program (IEP) meetings, as available, in compliance with IDEA and Ohio Operating Standards.
Maintain confidentiality in accordance with FERPA and district policies.
Provide explicit, systematic, and evidence-based reading instruction aligned with the Ohio Learning Standards for English Language Arts.
Deliver Tier 2 and Tier 3 interventions within the district’s MTSS/RTI framework using research-based instructional practices.
Utilize universal screening, diagnostic assessments, and progress monitoring tools to inform instructional decisions.
Develop, implement, and adjust individualized intervention plans based on student data and response to instruction.
Monitor and document student progress toward measurable literacy goals.
Collaborate with classroom teachers to support differentiated instruction, accommodations, and literacy strategies across all content areas.
Support implementation of the district’s structured literacy or science of reading initiatives, as applicable.
Participate in building-level MTSS team meetings and contribute to data-based problem solving and decision making.
Analyze academic and behavioral data to identify student needs and recommend appropriate interventions.
Communicate regularly with teachers, administrators, and families regarding student progress, supports, and instructional planning.
Support fidelity of intervention implementation and assist in documenting intervention impact.
