The Teacher on Special Assignment (TOSA) is a school-based instructional and compliance role responsible for coordinating districtwide Section 504 services, supporting special education compliance, and providing evidence-based literacy interventions for students in grades K–5. This position ensures compliance with Section 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act (ADA), the Individuals with Disabilities Education Act (IDEA), and applicable Ohio Administrative Code requirements. Responsibilities include supporting the implementation and monitoring of special education processes and documentation, collaborating with staff and families regarding student accommodations and services, and assisting administrators in maintaining compliance with state and federal regulations. In addition, the TOSA supports student achievement through structured literacy instruction delivered within a Multi-Tiered System of Supports (MTSS) framework, including providing direct small-group reading instruction to identified students.
