About The Position

This role manages staff and leads tax reporting functions for the Retail Division, ensuring compliance with various regulations. The position involves setting strategy for Tax Services, monitoring the regulatory landscape, developing operational plans, and resolving complex client issues. It requires a strong understanding of securities and/or the broker/dealer industry, as well as Lean methodologies for process improvement. The role also involves collaborating with various internal departments to resolve compliance issues and manage risks.

Requirements

  • Undergraduate degree or equivalent experience required.
  • Minimum five years general management experience.
  • Minimum five years related business experience.
  • Excellent communication, negotiation, diplomacy, and presentation skills.
  • Exceptional client relationship, leadership, organizational, and interpersonal skills.
  • Strong knowledge of securities and/or broker/dealer industry preferred.
  • Excellent planning, analytical, and problem-solving skills.
  • Working knowledge of LEAN methodologies.
  • Ability to handle multiple priorities, work independently with attention to detail in a deadline-oriented, fast-paced, and ambiguous environment.
  • Ability to work with and influence all levels of Vanguard management.
  • Demonstrated ability to lead and motivate others and foster teamwork.
  • Demonstrated project management skills.

Nice To Haves

  • MBA/CPA/MS in Taxation preferred.
  • Three years of management/supervisory experience preferred.
  • BETA, VAST systems preferred.

Responsibilities

  • Manages staff, creating a strong team atmosphere, conducting regular one-on-one meetings, and providing guidance, training, and motivation.
  • Hires, evaluates, and counsels personnel, following corporate performance management procedures.
  • Sets performance standards, reviews performance, provides feedback, and recommends wage increases.
  • Leads and manages tax reporting functions for the Retail Division, implementing measures to control activities supporting retirement and non-retirement accounts.
  • Oversees multiple end-to-end business processes to ensure compliance with VFTC, VMC, FINRA, IRS, international, and state regulations.
  • Provides second-level interpretation of regulations.
  • Sets the strategy for the Tax Services offer and delivery models through process optimization, technology enhancements, organizational design changes, and competitive analysis.
  • Leads the implementation of resulting changes and growth strategies, including crew change management efforts.
  • Understands and anticipates the needs and expectations of internal and external clients.
  • Proactively monitors the regulatory landscape and assesses impact to service offers, internal workflows, procedures, and controls.
  • Ensures appropriate controls and risk management, partnering with ORM and Legal & Compliance.
  • Ensures appropriate readiness for regulatory inspections and examinations.
  • Prepares documentation and explanation of operational models for Internal Audit.
  • Develops and implements staffing and operational plans for Tax Services functions.
  • Participates in business planning for the broader Tax Operations department and the development of the department budget.
  • Ensures adherence to operational service level commitments and executes against financial targets.
  • Controls costs while minimizing reputation, regulatory, legal, and monetary risk.
  • Resolves elevated and complex client issues.
  • Acts as a liaison between Tax Services, external clients, and other Vanguard client-facing departments.
  • Partners with various Vanguard departments including Legal, Global Tax, Risk and Compliance, IT, and Retail business segments.
  • Maintains an appropriate level of Vanguard and industry knowledge, staying current on competition and tax policy implications.
  • Manages the efficiency and effectiveness within the department, setting measurable goals and examining ways to raise standards and improve quality.
  • Monitors department progress and measures departmental success consistent with Lean Management and Operational Management methodologies.
  • Uses Lean methodologies to analyze work processes and quality issues.
  • Designs and develops efficient, cost-effective, and flexible methods to improve the client experience and processes.
  • Focuses on continuous process improvement by reviewing departmental activities and technological innovations.
  • Participates in special projects and performs other duties as assigned.
