About The Position

Directs the overall operations of the Collections Division of the Office of Tax Administration (OTA), with a focus on ensuring departmental objectives and goals are efficiently met. This position is responsible for making policy decisions, managing staff, ensuring compliance with all applicable laws and guidelines, planning and preparation of operational budgets, strategic planning, achieving department goals, successfully managing completing departmental initiatives; and is accountable for statutory responsibilities as indicated in the Revenue Laws of North Carolina, the Machinery Act of North Carolina, and all other applicable ordinances and laws. Reports to the Deputy Tax Administrator-Collections and works across department divisions in the OTA.

Requirements

  • Minimum of eight years of progressively responsible experience in management, government, and project management; including two years of supervisory experience.
  • Bachelor's Degree in Business, Finance, Accounting, Public Administration (Political Science) or a related degree.

  • Requires a valid North Carolina or South Carolina Driver’s License
  • Requires County Driving Privileges
  • Must become certified with the North Carolina Tax Collector's Association within the first three years of employment.
  • Must obtain and maintain a valid Mecklenburg County Vehicle Operator’s Permit
  • Annual Motor Vehicle Record (MVR) check required.
  • Knowledge of North Carolina general statues including Revenue Laws and Machinery Act
  • Knowledge of Accounting methodologies and principles
  • Knowledge of General bankruptcy laws, procedures, and processes
  • Knowledge of Judicial processes including all applicable federal, state and local laws
  • Knowledge of Tax appeal processes including those for gross receipts taxes, set-off debt, real property, and personal property
  • Knowledge of Property tax and fee assessment, billing, and collections
  • Knowledge of Gross receipts tax administration
  • Knowledge of North Carolina procurement law
  • Proficiency in various applicable computer programs including Microsoft Office Suite.
  • Ability to learn and efficiently utilize proprietary tax, imaging, and other software utilized for the job.

Responsibilities

  • Participate in planning and developing strategies and managing projects to meet future and current departmental objectives and goals.
  • Responsible for managing business unit supervisors; manages and administers tasks and activities of the supervisors ensuring departmental objectives and goals are efficiently met.
  • Ensure all departmental activities comply with applicable tax laws, OTA policies and procedures, and city, town, and county ordinances or initiatives.
  • Represents the department when necessary to the public, media, in court proceedings, to other departments/agencies, senior administration, elected officials, and others.
  • Resolves problems without escalating to senior county administration.
  • Achieve and exceed acceptable collection rates for all property taxes and business taxes for Mecklenburg County, the City of Charlotte, and surrounding municipalities.
  • Ensure efficient collection strategies are implemented accurately and equitably.
  • Responsible for ensuring that audit controls are in place for cash and check payment handling.
  • Successfully manage and lead special projects designed to improve workflow efficiency, increase productivity, and enhance quality service delivery.
  • Assemble, analyze, and act on performance data.
  • Compile and prepares reports as required by the Director/Tax Collector.
  • Represent the OTA and Director/Tax Collector as necessary.
  • Serve as the hiring manager for vacant positions in the area of responsibility as they occur.
