About The Position

The Florida Division of Alcoholic Beverages and Tobacco licenses the manufacture, distribution, sale, and service of alcoholic beverage and tobacco products in Florida. This includes the receipt and processing of license applications, collection and auditing of taxes and fees paid by licensees, and enforcement of laws and regulations pertaining to the alcoholic beverage and tobacco industries. The division comprises three bureaus: Licensing, Auditing, and Enforcement, with approximately 325 personnel serving the state.

This professional position performs complex tax audits of alcohol and tobacco licensed entities. The role involves resolving difficult, unusual, or questionable issues in the review and processing of tax documents, and conferring with licensees regarding tax payments via telephone, correspondence, or in person. The incumbent will examine and audit purchase and sales documents, including receipts, invoices, business records, and related accounting records of wholesale or retail establishments to verify the accuracy of sales and determine tax liabilities. The role also includes identifying and collecting data, analyzing business transactions between entities, evaluating evidence of unreported liabilities, and invoicing the appropriate entity for any unreported tax liabilities. Analysis of data entered into databases is required to ensure relevancy and comprehensiveness for audit and enforcement purposes. The position involves consulting with or assisting taxpayers in determining tax liability and submitting monthly reports and tax payments. Additionally, the incumbent will prepare and submit technical audit reports to their supervisor detailing all tax liabilities found and their basis, and make recommendations on tax returns that meet criteria for further examination or investigation. Performing inventories of product as part of the audit process is also a responsibility.

Requirements

• Must possess a minimum of two years of professional auditing or accounting experience.
• Must possess a valid State of Florida driver’s license no later than the date of appointment.
• Must be willing to use personal vehicle to conduct job assignments.
• Knowledge of principles of basic mathematics.
• Knowledge of methods of data collection, verification, and analysis.
• Knowledge of accounting or tax auditing methods, principles, and procedures.
• Knowledge of computer applications as they relate to financial and tax analysis and auditing processes.
• Knowledge of report writing techniques.
• Ability to collect, compile, summarize, and analyze tax information.
• Ability to utilize financial data to determine tax liabilities, develops audit criteria, and produce audit reports.
• Ability to determine work priorities and ensure proper completion of work assignments.
• Ability to communicate effectively.
• Ability to understand and apply laws, rules, regulations, policies, and procedures.
• Ability to establish and maintain effective working relationships with others.
• Must provide Social Security Number (SSN) and date of birth for background check.

Nice To Haves

• Bachelor's degree from an accredited college or university with a major course of study in accounting or an area of business which includes five courses in accounting.

Responsibilities
