About The Position

The JETS II contract is seeking a Task Order (TO) Manager to generate, oversee, monitor, and report on the execution of a task order supporting NASA’s Johnson Space Center. The TO Manager will serve as the primary point of contact for NASA customers and company leadership on all matters related to cost performance for their task order. This role requires a senior, primary professional interface with NASA customers, addressing and backfilling contract duties during task order restructuring, and utilizing extensive experience and judgment to structure and execute task orders to serve customer needs. The manager will guide and coordinate stakeholders, manage day-to-day task order performance to meet cost objectives, support staffing and workforce alignment, track budgets and labor hours, and handle financial reporting. Responsibilities also include placing, tracking, and monitoring procurements, identifying and mitigating risks, developing and monitoring cost plans, conducting customer cost reviews, generating Basis of Estimates (BOEs), and ensuring compliance with contractual, audit, safety, and quality requirements. Collaboration with technical leads, functional managers, and subcontractors is essential for effective execution, along with preparing and delivering status reports and metrics. The role may also involve serving as a Technical Monitor for external vendors and subcontractors, and augmenting engineers as backup on technical tasks.

Requirements

  • A BS degree and may be expected to have a master’s or higher degree and a minimum of 10-15 years of experience are typically required.
  • Bachelor’s degree in Engineering, Science, Business, Project Management, or related field, or equivalent relevant experience.
  • 15+ years of project, program, budget, or task order management experience in aerospace, engineering services, or government contracting.
  • Demonstrated ability to prioritize and independently manage multiple tasks simultaneously.
  • Demonstrated ability to complete work autonomously and accurately with minimal supervision.
  • Demonstrated ability to manage budgets and procurements.
  • Strong leadership and communication skills with the ability to interface effectively with customers and multi-disciplinary teams.
  • Excellent communication, negotiation, and coordination skills and strong customer service attitude with a history of effectively interacting with managers at all levels.
  • Exceptional organizational skills with meticulous attention to detail.
  • Must be local to the JSC area and willing to work offsite at Amentum building and onsite at Johnson Space Center.
  • Proficiency with Microsoft Office and project management tools.
  • Proof of U.S. Citizenship or US Permanent Residency may be a requirement for this position.
  • Must be able to complete a U.S. government background investigation.

Responsibilities

  • Serve as a senior, primary professional interface with NASA customers for the assigned task order.
  • Address and backfill contract duties that remain unidentified in transition during a time of task order re-structuring.
  • Guide and coordinate stakeholders and assimilate their inputs.
  • Manage day-to-day task order performance, ensuring that cost objectives are met.
  • Support staffing, onboarding, and workforce alignment in coordination with company leadership.
  • Track budgets, labor hours, and support financial reporting requirements.
  • Responsible for placing, tracking, and monitoring procurements.
  • Responsible for identifying, tracking, and mitigating task order risks.
  • Develop and monitor cost plans, estimates, and actuals.
  • Conduct routine customer cost reviews.
  • Generate Basis of Estimates (BOEs) for incoming new work.
  • Ensure compliance with contractual, audit, safety, and quality requirements.
  • Collaborate with technical leads, functional managers, and subcontractors to ensure effective execution.
  • Prepare and deliver status reports, briefings, and performance metrics to NASA and contract stakeholders.
  • Coordinate matrix support.
  • Serve as a Technical Monitor for external vendors and subcontractors when required.
  • Augment engineers as backup on technical tasks as required.
  • Perform other duties as required.
