About The Position

The Committee for Public Counsel Services (CPCS), the Massachusetts state public defender agency, is seeking an experienced, mission-driven Talent Outreach Partner. This role is crucial for improving and enhancing the talent acquisition process, with a focus on achieving greater staff diversity through improved outreach and collaboration with internal and external stakeholders. The position is based in Boston and offers a hybrid work schedule. The Human Resources Department is committed to providing excellent support and customer service in a client-centered work environment. The Talent Outreach Partner will work closely with the recruiting and hiring team to develop innovative recruitment strategies across various platforms, including web presence, print, and social media. They will coordinate participation in campus events and job fairs to increase CPCS's visibility. Collaboration with the Equity and Inclusion Director and other stakeholders is key to developing strategic efforts for diverse candidate pools and talent pipelines, sourcing passive candidates, leading hiring events, and collecting recruiting data. The role also involves working with the Communications Director to raise awareness about CPCS, enhance its profile, and improve its Employer Value Proposition. The Talent Outreach Partner will report to the Recruiting & Hiring Manager.

Requirements

  • Bachelor’s degree in Human Resources or related field and at least four (4) years of talent acquisition experience, or an equivalent combination of education, experience, and skills;
  • Access to an automobile in order to travel to law schools, office locations, and other locations across the Commonwealth;
  • Access to home internet access sufficient to work remotely;
  • Interest in and ability to promote and support building strategic relationships with potential referral sources and/or organizations;
  • Knowledge of labor markets, recruiting practices and effective social media recruitment tools and marketing resources;
  • Commitment to an equitable and inclusive workplace;

  • Commitment to recruiting and supporting diverse talent;
  • Proficiency in Microsoft Office systems, including Word, Excel, Access, Power Point, Windows, and the Internet required. Knowledge of PeopleSoft HRIS preferred;
  • Proficiency with Applicant Tracking Systems;
  • Excellent communication skills, both verbal and written;
  • Experience working with multi-lingual populations and/or with organizations that serve similar client populations to CPCS;
  • Ability to establish rapport and communicate effectively with all levels of the organization;
  • Demonstrated ability to multi-task, performing multiple tasks independently and concurrently;
  • Ability to take initiative, to work well independently and as a team member;
  • Demonstrated skills in organization, problem-solving, and attention to detail.

Responsibilities

  • Developing and expanding existing contacts with local and national law schools, including HBCUs, and law student associations, colleges and universities, bar associations and affinity groups, and other stakeholders such as community organizations that share our mission;
  • Meeting regularly with agency Hiring Managers to ensure recruitment and sourcing goals are met, as well as aiding the private counsel panel units in developing talent pipelines;
  • Developing active and passive recruitment sources to ensure diverse and talented candidate pools for all legal and non-legal positions, including social media presence;
  • Working with interested stakeholders to identify and develop strategies and practices that will make our agency more competitive and effective at recruiting and hiring diverse and talented individuals;
  • Assisting the Internship Coordinator by recruiting law students and undergraduate students and communicating with CPCS offices regarding their internship opportunities;
  • Collaborating with the Equity & Inclusion Director and other stakeholders, such as staff affinity groups, in developing and supporting a wide range of strategic efforts to increase talent pipelines;
  • Representing the agency at job fairs and recruitment events, both locally and nationally, as well as creating and organizing CPCS-sponsored recruitment events;
  • Working with the Communications Director to create updated written, audio, and video promotional materials and to highlight the agency’s Employer Value Proposition;
  • Assisting with managing and developing Hiring Processes and new employee and intern on-boarding processes;
  • Other duties as assigned.
