About The Position

The Bureau of Administration and Services (ADB) is responsible for the efficient and effective administrative management of the Organization, ensuring high-quality resources, ethical conduct, and results-based management to support strategic objectives for the global aviation community. ADB oversees human resources management, information management, ICT services, building management, document management, language services, secretariat services, revenue-generating activities, and travel services. As part of ICAO's Transformation Objectives, the Human Resources Branch within ADB leads People and Culture transformation initiatives. This includes implementing changes to performance management, aligning with the culture transformation and the ERP system (Quantum), and other talent management and development activities like leadership development and learning. ICAO is seeking an experienced Talent Management Consultant to support the implementation of the revised performance management approach and other Talent Management and Development areas, including Culture Transformation, Learning, Leadership Development, and Onboarding.

Requirements

  • A first-level university degree in human resources management, organizational development, business administration, or a related field.
  • Minimum 10 years of progressively experience in: performance management systems and frameworks, Talent Management, organizational development and change management, stakeholder engagement and facilitation, and learning and capacity development.
  • Demonstrated experience supporting performance management implementation and Talent Management initiatives.
  • Fluent reading, writing and speaking abilities in English.

Nice To Haves

  • An advanced university degree (Master’s level or equivalent) in human resources management, organizational development, business administration, or a related field.
  • Experience within the UN system or international organizations.
  • A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).

Responsibilities

  • Support the end-to-end implementation of the new performance management process across all Bureaus and Offices.
  • Update related procedures, tools, and guidance materials to ensure consistency with the revised performance management framework.
  • Develop and update manager toolkits, templates, FAQs, and reference materials to support implementation of the revised process.
  • Develop and update standardized performance management resources for managers, employees, and performance focal points.
  • Prepare and update blended training materials, facilitation guides, presentations, and learning resources on the revised performance management process.
  • Design, prepare, and conduct Training of Trainers (TOT) sessions for designated performance focal points across Bureaus and Offices.
  • Support delivery of virtual and/or in-person training sessions for managers and employees to support organization-wide adoption of the revised process.
  • Design and implement a communication plan to support awareness, understanding, engagement, and assimilation of the revised performance management process.
  • Develop communication materials including presentations, intranet content, user guides, briefing notes, FAQs, announcements, and awareness campaigns.
  • Conduct surveys and feedback exercises throughout the review and implementation process to gather stakeholder input and assess areas of refinement and enhancement.
  • Support the facilitation of discussions with key stakeholders to discuss proposed changes and gather feedback.
  • Prepare summaries and analysis of survey findings and stakeholder discussions.
  • Work closely with Bureaus and Offices to provide day-to-day implementation and advisory support during the rollout phase.
  • Work with Bureaus and Offices to develop and maintain a SMART goals databank/repository to facilitate consistency, alignment, and knowledge sharing across the organization.
  • Provide ongoing staff support on performance management.
  • Prepare periodic performance reports and analytical summaries for sharing with Bureaus and Offices.
  • Analyse implementation trends, identify challenges and gaps, and recommend corrective actions or support measures.
  • Develop and organize a dedicated Performance Management intranet and resource page.
  • Support the maintenance and continuous enhancement of online performance management resources.
  • Provide support on assigned Talent Management & Development activities such as Culture transformation, learning, leadership development and Onboarding.

Benefits

  • Daily rate for Band C varies from CAD 402 to CAD 578.
