About The Position

Under direction, coordinates efforts to engage and retain Macomb County Community Mental Health (MCCMH) team members across the workforce and responsible for the recruitment of contract talent. Partners with leadership and departments at MCCMH to promote team member engagement during the employment lifecycle, from onboarding through offboarding. Oversees payroll operations to ensure accuracy and timely processing. Manages the credentialing process to ensure compliance and oversees related operational systems that support MCCMH workforce processes and goals.

Requirements

  • Bachelor’s Degree from an accredited college or university in Human Resource Management, Business Administration, or related field
  • Two (2) years of experience working in talent development including recruitment, employee engagement and retention best practices
  • Two (2) years of experience working in Microsoft Office Suite, Human Resources Information Systems (HRIS) and payroll software
  • Knowledge of applicable computer applications
  • Knowledge of UKG payroll systems
  • Knowledge of State credentialing rules and regulations
  • Knowledge of human resources initiatives, duties, and responsibilities
  • Knowledge of recruitment strategies
  • Knowledge of applicant tracking systems, recruitment websites, and job boards
  • Knowledge of State and federal employment and labor laws
  • Knowledge of HIPAA

Responsibilities

  • Manages the onboarding process to ensure required documentation, procedures, and compliance requirements are followed while actively engaging team members.
  • Oversees the MCCMH credentialing process including verification of all applicant education, professional experience, licensure, and certification requirements to ensure compliance with organization and state standards and regulations.
  • Provides leadership with insights on contract recruiting efforts and recommends solutions to address retention, turnover, and hiring gaps.
  • Coordinates and facilitates new hire orientations to ensure a positive onboarding experience by effectively scheduling, delivering content, and communicating organizational culture, policies, and available resources.
  • Develops and implements team member engagement initiatives and activities, including employee surveys, workforce communications, recognition programs, team building events, and company events.
  • Serves as an internal resource for supervisors and leadership on engagement, workforce development, and team member relations.
  • Assists in the collection of team members' performance reviews and supports performance management activities.
  • Assists with developing and maintaining job descriptions to ensure accuracy and alignment with MCCMH needs.
  • Uses various methods to network, source, and recruit contractual candidates including social media platforms and networking events.
  • Assists in the tracking and review of MCCMH workforce data trends to establish annual workforce goals and objectives.
  • Facilitates the offboarding process by coordinating tasks, following exit procedures, ensuring accurate documentation, and maintaining compliance with organizational policies.
  • Serves as a system administrator for Human Resources Information Systems (HRIS) including managing and updating system configurations and generating and analyzing reports to ensure accurate workforce and payroll data.
  • Coordinates the daily operations of the talent engagement team and functions, providing guidance and support to ensure efficiency and alignment with department goals.
  • Provides guidance and support to the payroll team on payroll matters, including payroll processing, mileage reimbursement, travel expenses, reconciliations, and other payments.
  • Performs audits, monitors, and uses best practices for payroll operations.
  • Coordinates the organization’s conference process, including handling requests, approvals, registrations, and reimbursements in accordance with MCCMH policies and procedures.
  • Maintains and recommends workforce policies and procedures, ensuring they align with organizational standards, compliance requirements, and best practices.
  • Manages employment contracts and service agreements for team members, external partners, and service providers, ensuring compliance with organizational policies.
  • Coordinates and supports internship programs by managing affiliation agreements with educational institutions, overseeing recruitment logistics and onboarding, facilitating engagement activities, and partnering with managers to ensure meaningful development experiences, smooth placement, and compliance with accreditation standards.
  • Supports employee loan repayment and financial assistance programs by coordinating vendor relationships, ensuring compliance, and guiding employees on eligibility and participation.
  • Follows compliance deadlines to meet and maintain accreditation standards.
  • Represents talent engagement in various teams and work groups.
  • Collaborates with departments to streamline processes and enhance workforce operations.
  • Works with leadership on diversity initiatives involving best practice recruitment activities.
  • Operates an automobile to perform assigned job functions.
