About The Position

The Office of Learning and Talent Development (OLTD) is seeking to hire a Senior Public Service Administrator to serve as Talent and Development Bureau Chief located in Springfield, Illinois. Plans, organizes, supervises and controls the statewide OLTD programs for the Department. Develops policies and procedures for the total management process related to the delivery of training and support services programs. Travels to conduct trainings and presentations on DHS/OLTD statewide services, procedures and guidelines. Represents the Deputy Chief People Officer of Employee Support Services at various meetings, conference and other forums within the agency.

Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years college with course work in business or public administration.
  • Requires four (4) years of progressively responsible administrative experience in the delivery of a wide array of human service-related training subjects.

  • Four (4) years of professional experience creating, delivering, evaluating and tracking comprehensive employee training and career development programs, using traditional and modern training methods, learning management tools, instructional design, and e-learning platforms.
  • Four (4) years of professional experience developing, implementing, and evaluating multitiered strategic plans, establishing priorities and key performance indicators, and translating them into actionable, risk-mitigating, operations-improving initiatives that enhance collaboration and alignment.
  • Four (4) years of professional experience analyzing organizational structure, supervising staff, coordinating daily activities, assigning and tracking work, conducting evaluations, guiding employees, applying appropriate discipline under collective bargaining agreements, facilitating training and approving leave, with focus on efficiency and resource optimization.
  • Four (4) years of professional experience designing, planning, and facilitating leadership conferences, retreats, workgroups, and think tanks to strengthen strategic alignment with an organization’s missions, vision and goals.
  • Four (4) years of professional experience managing complex special project deadlines with accuracy and strong attention to detail, using critical and strategic thinking to develop and maintain tracking systems.
  • Four (4) years of professional experience producing clear, concise, and accurate written reports using dynamic visual communication methods, including images, graphs, charts, and related software tools.

Responsibilities

  • Serves as Talent and Development Bureau Chief for the Office of Learning and Talent Development (OLTD).
  • Serves as full-line supervisor.
  • Travels to conduct trainings and presentations on DHS/OLTD statewide services, procedures, and guidelines.
  • Plans, organizes, supervises, and controls the statewide Support Programs including Employee Assistance, Grief Support Group, Critical Incident Stress Debriefing and First Responders Programs.
  • Coordinates and plans for the effective partnerships with the Office of Employee Engagement and Office of Strategy Equity and Transformation which includes but is not limited to special projects in FCS, 24/7 facilities and Senior Leaders.
  • Represents the Deputy Chief People Officer of Employee Support Services at various meetings, conferences and other forums within the agency.
  • Develops and manages Executive Staff performance monitoring system.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
