About The Position

The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Early Childhood & Family Support Division, Early Childhood Services Bureau. The Early Childhood and Family Support Division works with community providers across the state, and is home to many early childhood and family support programs including, but not limited to: child care; serving children with developmental delays; supporting families through nutrition education and support, maternal child health, home visiting, and child abuse prevention efforts. ECFSD strives to assure that children, youth, and families are healthy and thriving. This position is a Bureau Chief within the Early Childhood and Family Support Division (ECFSD) and part of the ECFSD Senior Team. The position is responsible for planning, directing, and coordinating early childhood services and family support programs including but not limited to components of the Child Care and Development Block Grant, Child and Adult Care Food Program, the Montana Milestones Program, Child Care Licensing, Head Start State Collaboration, Montana Children’s Trust Fund, STARS Quality Initiative; managing bureau staff through subordinate supervisors and directly to ensure the effective use of bureau human resources in compliance with collective bargaining agreements and employment policy and law; and managing the policies, administrative systems, and resources of the Bureau to ensure adequate support for projects, optimize the use of staff and funding, maximize efficiency, comply with state requirements, and ensure continued program operations. The position reports to the ECFSD Administrator and is responsible for the management of approximately 20 FTE through subordinate supervisors and direct supervision.

Requirements

  • Bachelor’s degree in human services-related field, early childhood, education, public administration or in a related field with coursework, training, and/or experience in early childhood/child development.
  • Five or more years of progressively responsible job-related experience, including three years of management and supervisory experience.
  • Knowledge and skills in strategic planning and performance improvement.
  • Skill in program and system evaluation.
  • Skill in public speaking.
  • Skill in writing technical reports or grants.
  • Knowledge and skills in fiscal management and planning.

Nice To Haves

  • Master’s degree preferred.
