About The Position

Lao Family Community Development, Inc. (LFCD) is a community-based non-profit organization established in Richmond, Contra Costa County, California, in 1980. Since then, LFCD has expanded its operations to Alameda and Sacramento counties with its headquarters located in Oakland, California. LFCD delivers programs and services from seven locations in more than 35 languages. The organization provides community development, affordable real estate, workforce development, education, and human services that primarily support low-income individuals and families, refugees, immigrants, transitional-age youth, seniors, individuals with disabilities, and other underserved populations. Under the supervision of the Quality Assurance Supervisor, the Talent Acquisition & Human Resources (HR) Assistant provides administrative and operational support to the Operations and HR Department. This position assists with recruitment, onboarding, employee records management, benefits administration, compliance, and other HR functions while ensuring confidentiality, accuracy, and excellence. The Talent Acquisition & HR Assistant works collaboratively with employees, supervisors, and management to support the organization’s HR operations and help ensure compliance with applicable federal, state, and local employment laws.

Requirements

  • Associate's degree in Human Resources, Business Administration, Public Administration, or a related field preferred. A Bachelor's degree is desirable.
  • An equivalent combination of education and relevant experience may be considered.
  • One to three years of administrative or human resources experience is preferred.
  • Experience working in a nonprofit organization is preferred.
  • Knowledge of general human resources principles, practices, and employment laws.
  • Excellent organizational, interpersonal, and customer service skills.
  • Strong verbal and written communication skills.
  • Proficiency in Microsoft Office applications, including Word, Excel, Outlook, and Teams.
  • Experience with Human Resources Information Systems (HRIS) and applicant tracking systems is preferred.
  • Ability to maintain strict confidentiality and exercise sound judgment when handling sensitive information.
  • Strong attention to detail and the ability to manage multiple priorities in a fast-paced environment.
  • Ability to work independently and collaboratively as part of a team.
  • Ability to travel locally to attend meetings, training, and other agency activities as needed.

Responsibilities

  • Provide administrative support for the daily operations of the HR Department.
  • Assist with the recruitment process, including posting job announcements, scheduling interviews, communicating with applicants, and maintaining applicant records.
  • Coordinate new hire onboarding, including preparing onboarding packets, employment paperwork, and orientation materials.
  • Maintain accurate and confidential employee personnel files and HR records in accordance with organizational policies and legal requirements.
  • Assist employees with completing employment forms and required documentation.
  • Coordinate pre-employment requirements, including reference checks, background screenings, fingerprinting, and employment eligibility verification.
  • Maintain HR databases, applicant tracking systems, and personnel records to ensure data accuracy.
  • Monitor required licenses, certifications, training, and compliance documentation.
  • Support activities related to CARF accreditation, including attending committee and Risk Management meetings and assisting with compliance documentation and staff participation.
  • Respond to employee inquiries regarding HR policies, procedures, and employment-related matters or refer employees to the appropriate HR staff.
  • Assist with employee recognition, wellness, engagement, and training activities.
  • Support audits, record retention, and HR compliance initiatives.
  • Assist with special projects and perform other duties as assigned by the Quality Assurance Supervisor.
