About The Position

The Maine Information Technology (MaineIT) group currently has a vacancy for a Systems Team Leader within our Applications Development section. The position will supervise a portion of the MaineIT team supporting the Department of Public Safety and the Department of Corrections and others. This is technical work in managing a project team involved in the analysis, design, and programming of various systems and their adaptation to electronic data processing. Work includes directing a project team on a continuous basis; developing project time lines and cost estimates; allocating team resources; and ensuring project feasibility, timeliness, and quality. This position works closely with user management personnel. Work is performed under limited supervision.

Requirements

  • Advanced education, training, and/or experience in application system analysis, computer programming, or another closely related field demonstrating competency in developing or troubleshooting computer applications; analyzing and maintaining computer systems; writing or reviewing coding; assessing operations and outcomes; preparing informational reports; tracking finances; and acting in an informal leadership capacity.
  • Knowledge of applicable laws, rules, regulations, policies and procedures.
  • Knowledge of all phases of the project development cycle.
  • Knowledge of system design principles and techniques.
  • Knowledge of state of the art application development tools and their applicability to problem solving.
  • Knowledge of the capabilities of various computer systems.
  • Knowledge of database and data communications concepts, techniques, and program design.
  • Knowledge of system review, testing, and evaluation methodologies.
  • Knowledge of performance review and evaluation principles and practices.
  • Ability to supervise subordinate personnel.
  • Ability to manage projects.

Responsibilities

  • Directs a project team to meet project goals.
  • Analyzes user problems and operations to develop functional requirements for a proposed system including cost and time estimates for subsequent phases.
  • Designs application systems to develop system design requirements including cost and time estimates for subsequent phases.
  • Studies and evaluates user problems and operations to produce feasibility, scope and objectives, or cost benefit reports including cost and time estimates.
  • Directs system implementation for users to place a system into operation.
  • Participates in reviews and walk-throughs of feasibility reports, functional requirements, system designs, program specifications, coding, test plans, and results and documentation packages to minimize system problems and ensure quality control.
  • Performs special projects to respond to special needs or to develop procedures and standards.
  • Directs the maintenance of assigned systems to keep systems operational.
  • Establishes training and performance goals and conducts performance reviews and evaluation of team members to ensure continued growth and sustained performance.
  • Implements and complies with human resource laws, policies, procedures and practices such as: AA/EEO, recruitment, employment, position classification, performance appraisals, training, discipline, contract administration, human resource components of security protocols of agency information security and confidentiality policies, and employee safety.
