About The Position

We are hiring a Systems Integration Test Engineer to provide technical support to a DoD Project Office. This position will be onsite in Huntsville, AL. The role involves providing technical engineering and subject matter expertise for T&E of basic research, research and development of exploratory and advanced development projects, and efforts to advance technology for ASE programs and products across all phases of program acquisition. Responsibilities include serving as test event lead, planning, coordination, execution, and reporting of test events, including daily field status reports and final test report delivery. The position also requires authoring, reviewing, and evaluating various acquisition documents (SOW, PWS, SOC, SOO, DD Form 1144), scrubbing and validating vendor cost proposals, and providing technical insight to USG customer representatives for coordination with CORs and AORs. Planning and coordinating missile preparation activities for free-flight missile test events, managing documentation for Safe to Ship certifications and Interim Hazard Classification (IHC), and supporting the development of test strategies and the Test and Evaluation Master Plan (TEMP) are also key functions. Additionally, the role involves establishing and hosting IPT/WIPT meetings, preparing resource requirements, developing test instrumentation and logistics packages, supporting test funding requirements, and reviewing detailed test plans. Support for Verification, Validation, and Accreditation (VV&A) of operational test assets and instrumentation is also required.

Requirements

Bachelor of Science (BS) in an engineering discipline with at least 8 years of relevant engineering and acquisition experience (or 6+ years with MS/MA in an engineering discipline).
Active Secret clearance with ability to obtain, Top Secret/SCI.
Demonstrated experience preparing, obtaining, and renewing Safe to Ship certifications, Interim Hazard Classification (IHC) documentation, and ammunition/explosive handling packages for range transit and storage.
Ammunition and Explosive Certification or ability to obtain certification through Defense Ammunition Center (DAC) explosives safety training courses.
Proven ability to lead other teams that are certified to execute threat acquisition, characterization, and preparation missions and to learn through work-site on the job training with teams with commensurate level of knowledge and experience in A&E operations.
Demonstrated experience drafting Statements of Work (SOW/PWS), evaluating contractor cost estimates (ROMs), and ability to provide technical insight to USG customer to enable close collaboration with Contracting Officer’s Representatives (COR) and Agreements Officer Representatives (AOR) on contract deliverables and OTA prototype efforts.
Proven background in planning, coordinating, and executing on-range test events, including hands-on missile preparation, hardware-in-the-loop (HITL), or live-fire/free-flight missile events.
Demonstrated knowledge of processes, policies, and procedures associated with supporting DoD acquisition programs with complex test and evaluation requirements (including DoD 5000 series, AR 73-1, and DA PAM 73-1).
Familiarity with munitions tracking systems, specifically Total Army Combat and Training Munitions Information System (TACTMIS), and project tracking tools (e.g., Microsoft Project).

Responsibilities

Provide technical engineering and subject matter expertise and support for T&E of basic research, research and development of exploratory and advanced development projects, technical specialty areas, and efforts to advance technology for ASE programs and products across all phases of program acquisition in a manner that is consistent with the following DOD Authorities and Guidance: DoD Directive 5000.01, DODI 5000.02, AR 70-1, AR 73-1, DA PAM 73-1, DA PAM 70-3, AR 70-38.
Provide Test Support responsible for serving as test event lead and for planning, coordination, execution and reporting, Daily Field Status Reports, Final Test Report delivery and all corresponding field support and logistics.
Author, review, and evaluate Statements of Work (SOW), Performance Work Statements (PWS), Statements of Capability (SOC), Statements of Objectives (SOO), and DD Form 1144 support agreements; scrub and validate vendor Rough Order of Magnitudes (ROMs) and cost proposals for technical validity and schedule realism.
Provide technical insight to USG customer representatives in support of coordination and collaboration with the Contracting Officer’s Representative (COR) on FAR-based contracts and the Agreements Officer Representative (AOR) on Other Transaction Authority (OTA) prototype agreements to coordinate contract actions, technical directions, milestone deliverables, spend plans, and contractor performance tracking.
Plan, oversee, and coordinate comprehensive missile preparation activities in support of free-flight missile test events, including missile build-up, telemetry system checkout, build status sheets, seeker/sensor verification, pre-flight continuity testing, and on-range arming/firing protocols.
Prepare, submit, track, and manage all documentation, technical data packages, and safety analysis required to obtain and renew Safe to Ship certifications and Interim Hazard Classification (IHC) documentation for explosive test articles, rocket motors, warheads, and hazardous munitions shipments in accordance with service and DoD safety regulations (e.g., TB 700-2, DDESB guidelines).
Support the development of test strategies and the implementation and development of the corresponding Test and Evaluation Master Plan (TEMP) and Test and Evaluation Strategy (TES) annex to Simplified Acquisition Management Plans (SAMPs).
Establish and host Integrated Product Team (IPT) meeting(s) and Working Integrated Product Teams (WIPTs) to assign responsibilities for preparation of elements of the strategy.
Prepare resource requirements based on the test strategy or master plan.
Develop Test Instrumentation and Logistics Package (System Support Package (associated test equipment and supplies (ammunition, batteries, associated spares, and repair parts, etc.), Test Asset Tracking, Total Army Combat and Training Munitions Information System (TACTMIS) asset coordination, and personnel scheduling).
Support the development of test funding requirements and the allocation of test funding.
Provide input and review Detailed Test plans developed by ATEC or other respective detailed test plans.
Support the necessary Verification, Validation, and Accreditation (VV&A) of Operational Test assets and instrumentation.
