About The Position

BAE Systems is seeking a Systems Engineering Manager to support our work as a prime contractor on a high-profile U.S. Navy weapon system. The candidate should be a highly experienced Senior Principal Systems Engineer with a strong background in, and experience with the full systems engineering ‘Vee’ Lifecycle to support a mission critical systems engineering governance transformation initiative within the Navy Program Acquisition Executive Strategic Systems Program office (PAESSP). The Systems Engineering Manager will report into the Program Area Manager (PAM) in the Systems Engineering Technical Planning and Execution (TPE) area and will manage a team of senior system engineers. This role also involves leading, mentoring, and influencing the modernization and expansion of systems engineering governance policies and processes, enabling PAESSP to scale and optimize its operations in alignment with evolving strategic goals. The candidate will work closely with cross-functional stakeholders, technical teams, senior leadership, and senior customers to shape and implement a forward leaning systems engineering governance framework that enhances capability development, mission assurance, and system lifecycle integration across the command.

Requirements

Master’s Degree in Systems Engineering, Engineering, Aerospace Engineering, Electrical Engineering or a related technical field
6+ years of systems engineering experience, including 2+ years supporting strategic deterrence or defense-related programs
3+ years of supervisory or management experience
OCP or INCOSE CSEP certification
Proven experience with developing or overhauling SE governance policies and documents in a government or defense setting
Strong experience designing and delivering SE-related training programs
Expert knowledge of MBSE, digital engineering, DoDAF, SysML or related technical frameworks
Excellent written and verbal communication skills to effectively engage with technical and executive audiences

Nice To Haves

Prior experience with agency-level policy and process updates
Knowledge/Experience supporting Navy PAESSP Strategic Weapons System
Experience with DoD Adaptive Acquisition Framework including DoD 5000.01, DoDI 5000.02, Acquisition Pathway policies and SECNAVINST 5000.02.
Knowledge of SE standards including DoD Systems Engineering Guidebook, INCOSE SE Handbook, and ISO-IEC-IEEE 15288

Responsibilities

Manage and mentor a team of Senior System Engineers
Conduct formal performance reviews, offering continuous feedback, and addressing underperformance
Coordinate resource allocation across programs
Recruit, hire, and onboard top engineering talent
Conduct regular 1-on-1s, evaluate performance, and support the career growth of team members
Spearhead the development and implementation of updated systems engineering (SE) policies, procedures, and standards to support the Command’s expanded operational scope.
Author and review detailed policies and guidance documentation in support of the new governance framework.
Create targeted SE training materials, modules, and delivery methods tailored to various audiences (engineers, PMs, leadership)
Update training content to reflect changes in policy, tools, and processes.
Design scalable and flexible SE governance models that promote consistency, traceability, risk management, and technical rigor across programs
Identify gaps, inefficiencies, and misalignments in current SE practices and propose mission-aligned solutions that are practical
