About The Position

The Systems Engineering and Technical Assistance (SETA) Analyst supports the Navy Director of Innovation Protection Policies Program Manager position in the development of investigative capabilities/tools and substantive analysis of national and economic security risks arising from new and emerging technologies, particularly as they relate to the missions of the DOW, Navy, and ONR, the national innovation ecosystem, and the Defense Industrial Base. The role involves conducting research, producing reports and analyses, and assisting in the management and execution of program tasking. The ideal candidate will possess strong professionalism, discretion, and communication skills, with the ability to interface with senior leaders across government and industry. They must be an independent thinker capable of tactful problem-solving, creative research in emerging areas of technology, law, and policy, and possess critical thinking and strategic analysis skills. The ability to gather research and make recommendations in the face of ambiguity, work independently, and collaborate effectively with others is essential.

Requirements

  • Active SECRET level clearance or ability to obtain and maintain a SECRET level clearance.
  • Technical degree in Science or Engineering.
  • Familiarity with MS Office products and Adobe.
  • Ability to organize and archive research results systematically.
  • Ability to prepare written memorandums and presentations of research results.
  • Familiarity with Legal Research Tools.
  • Graduate of an accredited law school or passed the bar in one of the 50 US States or Territories.
  • No disciplinary record or history.
  • Professionalism, discretion, and communication skills.
  • Ability to interface with senior leaders.
  • Professional demeanor and ability to communicate courteously and professionally.
  • Independent thinker who can solve problems tactfully.

  • Advanced expertise with MS Word, Google Docs, MS Powerpoint and similar tools, especially use of footnotes, creating table of contents, endnotes, figure labeling using the tools embedded in those programs, and equation editors.
  • Use of Adobe to create, edit and sign documents.
  • Ability to organize results to prepare charts and graphs in a manner that conveys complex data in a digestible form.
  • Knowledge of acquisition processes and how to work with acquisitions, budget and contracts personnel.
  • Knowledge of Excel and ability to assist with tracking and managing budget expenditures.
  • Ability to assist with the preparation of budget documents, management of contracts, scheduling meetings, and other clerical overhead tasking.
  • Ability to track training requirements to include continuing education requirements.

Responsibilities

  • Develop investigative capabilities/tools.
  • Conduct substantive analysis of national and economic security risks from new and emerging technologies.
  • Analyze risks related to the missions of the DOW, Navy, and ONR, the national innovation ecosystem, and the Defense Industrial Base.

  • Acquire familiarity and facility with department specialized research tools (e.g., Lexis, patent research tools, scientific literature, financial research tools) and employ them for research assignments.
  • Prepare reports and presentations, including complex documents and publication-ready research documents.
  • Utilize advanced expertise with MS Word, Google Docs, MS PowerPoint, including footnotes, table of contents, endnotes, figure labeling, and equation editors.
  • Use Adobe to create, edit, and sign documents.
  • Organize results to prepare charts and graphs that convey complex data digestibly.
  • Interface with Security, Legislative Affairs, and Public Affairs as needed for release of information.
  • Understand acquisition processes and how to work with acquisitions, budget, and contracts personnel.
  • Assist with tracking and managing budget expenditures using Excel.
  • Assist in the preparation of budget documents, management of contracts, scheduling meetings, and other clerical overhead tasks.
  • Track training requirements, including continuing education.
  • Conduct legal and patent research.
  • Potentially prepare documents for release to stakeholders.
