About The Position

GovCIO is hiring a Systems Engineer Subject Matter Expert to support the architecture, design, configuration, integration, testing, operational demonstration, and deployment of Software-Defined Wide Area Network (SD-WAN) capabilities for the Automated Digital Network System (ADNS) Communications Transport (CT) core and submarine communications architecture. The position is onsite in Newport, Rhode Island. The role supports an initial operational pilot demonstration that integrates an SD-WAN Controller with edge routers at a representative submarine afloat platform and a shore-based Broadcast Control Authority (BCA) site. The solution will use available transport paths, including PIERS, other terrestrial links, and PLEO satellite communications, to demonstrate SD-WAN capabilities and integration with existing government network architectures.

Requirements

  • High school education and 10 or more years of experience, or commensurate experience.
  • Top Secret clearance.
  • At least 10 years of relevant experience in systems engineering, network architecture, secure communications, network integration, or related technical disciplines.
  • Demonstrated expertise in SD-WAN architecture, design, configuration, integration, testing, and deployment.
  • Strong technical knowledge of IPsec, unicast and multicast traffic, routing, network segmentation, and secure communications transport.
  • Experience with network integration, functional testing, interoperability testing, performance validation, and resiliency assessments.
  • Ability to engineer and validate network solutions addressing EMCON, low-bandwidth communications, and transport availability constraints.

Nice To Haves

  • Experience supporting Department of Defense communications systems, submarine communications, ADNS, Communications Transport (CT), or afloat-to-shore network architectures.
  • Experience with PIERS, PLEO satellite communications, and terrestrial transport networks.
  • Experience deploying SD-WAN in operational or mission-critical environments.
  • Familiarity with DoD cybersecurity requirements, Risk Management Framework (RMF), applicable STIGs, and government authorization processes.
  • Relevant networking, SD-WAN, systems engineering, or cybersecurity certifications.
  • Experience supporting cybersecurity scanning, vulnerability remediation, technical documentation, and operational implementation requirements.
  • Excellent technical writing, troubleshooting, communication, and cross-functional collaboration skills.
  • Ability to develop architecture diagrams, implementation and configuration guides, user guides, test plans, test procedures, and test reports.

Responsibilities

  • Gather information about company product capabilities, investigate company and competing products or solutions, and stay current with hardware and software developments.
  • Generate quantifiable requirements from customer descriptions, system planning, and design; ensure compliance through formal verification methods.
  • Translate high-level product development strategies into network and system requirement specifications and collaborate with other engineering disciplines on detailed implementation requirements.
  • Establish and coordinate standards, practices, and procedures for network and system development.
  • Design interfaces and integrate network and system elements.
  • Assess performance using evaluation criteria and technical performance measures.
  • Act as a customer liaison, support business development activities, and understand and shape requirements.
  • Coordinate equipment planning, design, and installation using engineering and programming knowledge and technical instruments and computers.
  • Participate in system conceptual design and document design concepts.
  • Install new network hardware, systems, and software.
  • Design, create, and build network services, equipment, and devices.
  • Generate system-level requirements verification procedures and customer acceptance test procedures.
  • Monitor system performance and implement performance tuning.
  • Review test plans and procedures for alignment with contractual objectives and participate in testing to validate requirements.
  • Support an operational pilot demonstration integrating an SD-WAN Controller with edge routers at a representative submarine platform and shore-based BCA site, using available transport paths.
