Systems Engineer (Senior) Job #560

Allen Integrated Solutions•Arlington, VA
•Onsite

About The Position

The Senior Systems Engineer supports the National Geospatial-Intelligence Agency’s modernization of GEOINT reporting and workflow orchestration into a service architecture. The position supports the Analysis Integrated Program Office (IPA), providing engineering services to define the target architecture, decompose capabilities into solution and program epics, document and prioritize the development baseline, integrate customers and sources, and work with the development vendor toward the planned baseline. The team primarily supports IPA leadership and also works with projects involving intelligence and geospatial analysis capabilities for the intelligence community, including Structured Observation Management Services, Analytic Modernization Services, Exploitation Services, Orchestration Services, Advanced Geospatial Services, and sensor-related requirements, architecture, and integration. The role guides systems engineering and development activities, including requirements analysis and traceability, architecture, cloud-service capability review, workflow and scheduling constraints, and translation of mission and customer needs into system and capability requirements and solutions. It coordinates government program management customers with DevOps teams using Agile methodologies, Scrum, and Agile planning tools, and supports systems integration, technical planning, project management, performance engineering, risk management, and interface design. At the broader systems-of-systems level, the engineer integrates systems, services, processes, and interfaces across major systems acquisitions and organizational and agency boundaries. The role also guides mid-level and junior-level systems engineers across requirements and solutions engineering, scheduling, reliability, resiliency, services development, integration, test and evaluation, maintainability, and analysis across the NSG, ASG, and federal agencies. It conducts alternatives and courses-of-action analyses, trade studies, and engineering assessments. The position is based in Springfield, Virginia and requires TS/SCI clearance or the ability to obtain SCI and pass a polygraph.

Requirements

  • Bachelor’s degree or higher in Systems Engineering or a related technical or scientific field, including engineering, physics, mathematics, operations research, engineering management, Computer Science, Information Technology, Management Information Systems, or a related STEM program; 12 years of Systems Engineer experience may be considered in lieu of a degree.
  • TS/SCI clearance adjudication, or ability to obtain SCI and pass a polygraph.
  • 12 years of experience in government or industry in relevant areas, including DoD/IC acquisition, requirements, PPBES, or systems engineering of large complex systems-of-systems or service-oriented architecture/cloud environments.
  • Experience with and strong understanding of the systems engineering lifecycle.
  • Demonstrated knowledge of current NSG/ASG and NRO enterprises.
  • Experience with Agile development processes and tools, such as Jira and Confluence.

Nice To Haves

  • Experience engineering solutions using cloud-based technologies, including SOA, on-demand self-service, broad network access, resource pooling, rapid elasticity, measured service, SaaS, PaaS, and IaaS.
  • Experience engineering solutions using structured and unstructured big data.
  • Experience engineering solutions using automation, augmentation, and artificial intelligence technologies.
  • Experience with GEOINT analysis systems, tools, and processes, such as NGA analyst workflow and reporting methods.
  • Experience coordinating among customers, developers, users, and other teams, with strong communication skills.
  • Familiarity with development and integration of metadata catalogs and collections orchestration.
  • Familiarity with GEOINT reporting systems as a developer or user.
  • Master’s degree in Systems Engineering or a related technical or scientific field, including engineering, physics, mathematics, operations research, engineering management, Computer Science, Information Technology, Management Information Systems, or a related STEM program.
  • Working knowledge of Model Based Systems Engineering processes, tools, and languages.
  • Working knowledge of software development frameworks.
  • INCOSE Certified Systems Engineering Professional (CSEP) certification.
  • Documented work experience in geospatial intelligence.
  • Professional Engineer licensure.
  • Demonstrated expertise in photogrammetry, remote sensing, image science, information sciences, geographic information systems, geomatics, or related fields.

Responsibilities

  • Guide planning and analysis and traceability of user requirements, architecture, procedures, and problems to automate or improve systems; review cloud service capabilities, workflow, and scheduling limitations.
  • Assist the Government in capturing and translating mission and customer needs into system and capability requirements and solutions.
  • Coordinate between Government Program Manager customers and DevOps teams using Agile methodologies, Scrum, and Agile planning tools.
  • Support analysis and allocation of requirements to system architecture components and executing programs.
  • Assist the Government with systems integration, strategic technical planning, project management, performance engineering, risk management, and interface design.
  • Integrate multiple systems, services, processes, and interfaces within major systems acquisitions across organizational and agency boundaries.
  • Guide mid-level and junior-level systems engineers in requirements engineering, solutions engineering, scheduling, reliability, resiliency, services development, integration, test and evaluation, maintainability, and analysis across the NSG, ASG, and federal agencies.
  • Conduct Analysis of Alternatives (AoAs), Courses of Action (CoAs), trade studies, and engineering assessments.
