About The Position

Markon is seeking a Senior Systems Engineer to perform hands-on systems engineering tasks in support of a contract in the Annapolis Junction, Maryland area. The role supports complex hardware and software systems across their development, integration, testing, deployment, and operations and maintenance lifecycles, with emphasis on DoD architecture frameworks, service-oriented architecture, requirements management, system design, verification, risk management, and technical integration. The engineer will help translate stakeholder needs into complete, traceable, and verifiable system and component requirements; develop system concepts and architectures; support engineering documentation and reviews; and coordinate interfaces and integration activities across teams. The position also involves assessing system risks and performance, planning verification activities, supporting DoD certification and accreditation processes, and contributing to JCIDS documentation.

Requirements

  • Active TS/SCI clearance with polygraph.
  • Twenty years of experience as a Systems Engineer in programs and contracts of similar scope, type, and complexity.
  • Bachelor’s degree in Systems Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or a related discipline from an accredited college or university; alternatively, five additional years of Systems Engineering experience may substitute for the bachelor’s degree.

Responsibilities

  • Manage system and derived requirements to ensure production systems are compatible with defined system architectures, including DoDAF and SOA.
  • Develop and contribute to systems engineering documentation, including System Engineering Plans, Initial Capabilities Documents, requirements specifications, and Interface Control Documents.
  • Assist in developing system and functional requirements and allocating them to hardware, software, facility, and personnel components.
  • Coordinate cross-discipline resolution of action items from CCB meetings, design reviews, program reviews, and test reviews.
  • Participate in Integrated Product Teams to design new capabilities while considering development and operational needs.
  • Allocate real-time process budgets and error budgets to system and subsystem components.
  • Generate alternative system concepts, physical architectures, and design solutions.
  • Define verification methods, processes, and evaluation criteria for systems, subsystems, and work products in a written plan.
  • Develop system design solutions that satisfy system requirements and functional analyses.
  • Review and provide input to program and contract work breakdown structures, work packages, and integrated master plans.
  • Participate in interface definition, design, and configuration changes among affected groups throughout the lifecycle.
  • Derive stakeholder needs and implied functions from system requirements.
  • Derive detailed lower-level requirements from higher-level allocated requirements and ensure they are complete, correct, unique, unambiguous, realizable, and verifiable.
  • Help establish and gain approval for system or component definitions, including requirements, designs, interfaces, and test procedures.
  • Develop derived requirements for information assurance services, basic information assurance mechanisms, and security mechanism technologies.
  • Implement comprehensive SOA solutions.
  • Implement operational, technical standards, and system and services architecture views using applicable DoDAF standards.
  • Review and/or approve systems engineering documentation for accuracy, completeness, and alignment with system needs.
  • Capture interface designs in a common interface control format and store interface data in a commonly accessible repository.
  • Assess program risks, including probability of occurrence and quantified consequences of failure, in accordance with an approved risk management plan.
  • Plan verification efforts for new and unproven designs with system stakeholders early in the development lifecycle.
  • Prepare timeline analysis diagrams illustrating time-dependent function flows.
  • Establish and follow a process for proactively controlling and managing requirements changes, assessing impacts, obtaining stakeholder agreement, maintaining traceability, and tracking open actions.
  • Manage the technical integrity of the system baseline throughout development, deployment, and operations and maintenance.
  • Support planning and test analysis for DoD and other government certification and accreditation processes.
  • Support development and review of JCIDS documents, including Initial Capability Documents, Capabilities Description Documents, and IA Strategies.
  • Provide technical direction for development, engineering, interfacing, integration, and testing of complex hardware and software system components.
  • Conduct requirements elicitation and analysis, functional allocation, systems requirements reviews, concept of operations development, interface standards development, architecture development, technical and non-technical assessments, management, and end-to-end flow analysis.
  • Develop operational scenarios and concepts describing interactions among the system, users, and environment, including operational, support, maintenance, and disposal needs.
  • Conduct quantitative analysis of non-functional system performance areas, including reliability, maintainability, vulnerability, survivability, and producibility.
  • Establish and follow formal procedures for coordinating system integration across multiple teams and ensuring complete interface coverage.
