About The Position

Nightwing is hiring a cleared Systems Engineer 4 in Annapolis Junction, Maryland. The position owns the design, implementation, and ongoing management of the program’s monthly reporting process. It serves as a bridge between software development teams, the PMO, and the government customer by gathering status and requirements information, maintaining Confluence reporting templates and page structures, and ensuring reports accurately reflect progress against customer requirements. The role requires an understanding of the software development life cycle (SDLC) and Scrum because monthly reports draw on sprint-level work and team progress. The Systems Engineer will interpret customer reporting requirements, connect contract requirements to work across SDLC phases, and translate sprint outcomes, velocity, and backlog progress into clear customer-facing status. The position also establishes the reporting cadence, coordinates contributor input and internal review, and improves the reporting process based on feedback. The role requires an active TS/SCI with Poly clearance. An active and transferable U.S. government-issued security clearance is required before the start date, and U.S. citizenship is required for clearance eligibility.

Requirements

Bachelor’s degree in Engineering, Computer Science, or a related field, or equivalent experience.
At least 10 years of systems or requirements engineering experience in a software development environment.
Solid understanding of the full SDLC, from requirements through deployment and sustainment.
Working knowledge of Scrum, including sprints, ceremonies, backlogs, user stories, and Product Owner, Scrum Master, and Development Team roles.
Experience tracking and reporting on sprint-based work using Jira or similar tools.
Strong hands-on Confluence experience, including template building, page structures, and macros.
Experience gathering and managing customer requirements, preferably for government customers.
Strong interpersonal skills and demonstrated ability to build rapport and collaborate with engineers, team leads, and management.
Comfort working directly with government customers, leading discussions, gathering requirements, and presenting status.
Strong written and verbal communication skills, including the ability to translate technical progress into clear customer-facing language.
Ability to obtain input from busy, distributed teams and keep recurring deliverables on schedule through follow-up and coordination.
Active TS/SCI with Poly security clearance; an active and transferable U.S. government-issued clearance is required before the start date.
U.S. citizenship, as only U.S. citizens are eligible for a security clearance.

Nice To Haves

Scrum certification, such as CSM or PSM, or SAFe experience.
Experience with Confluence/Jira integrations, dashboards, or plugins, such as embedded Jira reports or ScriptRunner.
Experience with requirements traceability tools or methods, such as RTMs, DOORS, or Jama.
Prior experience producing government MSRs, PMRs, or CDRL deliverables.
Basic scripting or front-end development skills for building lightweight reporting interfaces.

Responsibilities

Serve as the primary point of contact for monthly status reporting between software development team leads, the PMO, and the government customer.
Build working relationships with team leads and gather accurate, timely reporting input without disrupting development work.
Meet with the customer to understand reporting expectations, clarify requirements, incorporate feedback, and present reports or answer questions as needed.
Interpret contract, SOW/PWS, and CDRL reporting requirements and translate them into a traceable reporting structure.
Map work across requirements, design, development, test, and deployment to contract requirements and report each requirement’s status.
Align monthly reporting with Scrum cadence by translating sprint outcomes, velocity, and backlog progress into customer-facing status.
Attend sprint planning, reviews, and demos as needed to stay current on progress, risks, and scope changes.
Maintain traceability between customer requirements and reported progress.
Build and maintain Confluence templates, page hierarchies, and macros for monthly reporting.
Evaluate and support development of a UI or dashboard to streamline data collection and reporting.
Establish and run the monthly reporting cadence, including contributor deadlines and internal review before delivery.
Refine the reporting template and process in response to customer and internal-team feedback.
