About The Position

MIKEL, Inc. is seeking a Systems Engineer III – Cyber Focus to support U.S. Navy submarine combat systems, cyber engineering initiatives, and system modernization efforts. This role will provide systems engineering support for cyber-related alterations, Cyber TEMPALTs, engineering changes, technical baseline updates, and integration and test activities across Navy tactical systems and supporting infrastructure. The ideal candidate has extensive experience supporting Navy or DoD systems engineering efforts, cybersecurity implementation, engineering change documentation, configuration management, test and evaluation, and coordination with external stakeholders, including ISEA, Program Office, TDA, NUWC, NAVSEA, and other government or contractor teams.

Requirements

  • Bachelor’s degree in Systems Engineering, Cybersecurity, Computer Science, Electrical Engineering, Information Systems, or a related technical discipline.
  • Desired minimum of 8 years of relevant experience supporting systems engineering, cybersecurity, combat systems, test and evaluation, software integration, or DoD/Navy programs.
  • Experience supporting engineering changes, technical change documentation, configuration management, system baselines, or cyber-related modernization efforts.
  • Familiarity with Cyber TEMPALTs, TEMPALTs, Engineering Change Proposals, Engineering Change Instructions, Technical Engineering Change Instructions, or related Navy technical change documentation.
  • Ability to support cost, schedule, technical baseline, requirements, and milestone planning activities.
  • Experience developing technical products for external review, coordination, and concurrence with government and program stakeholders.
  • Familiarity with system requirements development, cyber requirements implementation, integration planning, test assessment, and configuration management processes.
  • Working knowledge of cybersecurity requirements and frameworks such as RMF, NIST SP 800-53, STIGs, vulnerability management, or ATO support.
  • Ability to assess technical, cybersecurity, schedule, and implementation impacts of proposed system changes.
  • Strong written and verbal communication skills, with the ability to prepare technical documentation and brief mixed technical and programmatic audiences.
  • Ability to work independently and collaboratively with cross-functional engineering, cybersecurity, test, program office, and stakeholder teams.
  • Must be a U.S. Citizen and have the ability to maintain an active DoD Secret clearance.

Nice To Haves

  • Direct experience supporting SWFTS, BYG-1, submarine combat systems, tactical networks, Navy labs, or related undersea warfare programs.
  • Experience supporting Cyber TEMPALTs, cyber alterations, TEMPALTs, ECPs, ECIs, TECIs, baseline updates, or Navy engineering change documentation.
  • Experience supporting NUWC, NAVSEA, ISEA, Program Office, TDA, or submarine combat system modernization efforts.
  • Familiarity with NAVSEA and NUWC engineering practices, acquisition processes, technical review boards, and concurrence workflows.
  • Experience with Navy labs, classified development environments, tactical systems, platform integration, or test events.
  • Experience creating system baseline documentation, reference equipment sets, milestone support products, integration/test assessment packages, cybersecurity artifacts, or implementation plans
  • Familiarity with DevSecOps, Agile, software release planning, configuration-controlled development environments, containerized systems, or tactical software integration is desirable.
  • Certifications in relevant technical areas such as Security+, CASP+, CISSP, CySA+, Red Hat, Kubernetes, AWS, or related technologies are a plus.

Responsibilities

  • Provide systems engineering support for cyber-focused system alterations, temporary alterations, engineering changes, and modernization efforts impacting Navy combat systems and supporting infrastructure.
  • Support the development, review, coordination, and tracking of Cyber TEMPALTs, engineering change proposals, technical change packages, and related program documentation.
  • Assist with the assessment of cyber impacts to system architecture, interfaces, hardware, software, networks, operational configurations, and technical baselines.
  • Support baseline specification of existing systems, including identification of current configurations, interfaces, equipment sets, software baselines, cyber requirements, and project-specific implementation needs.
  • Develop and deliver technical products for external program stakeholders, including ISEA, Program Office, TDA, NUWC, NAVSEA, and other government review and concurrence activities.
  • Create and maintain reference sets for equipment, software, documentation, cybersecurity controls, system configurations, and technical products needed to support project milestones and engineering reviews.
  • Provide assessment support for integration and test efforts, with emphasis on identifying, specifying, and building system requirements for cyber-related system changes and modernization activities.
  • Support cybersecurity engineering activities in alignment with DoD and Navy requirements, including RMF, NIST SP 800-53, STIGs, vulnerability management, and Authority to Operate support.
  • Assist with identifying cybersecurity risks, mitigation strategies, implementation impacts, and technical dependencies associated with proposed system changes.
  • Support configuration management activities to ensure cyber-related system changes are properly documented, reviewed, approved, baselined, and traceable to program requirements.
  • Participate in engineering change processes, technical reviews, working groups, change boards, and stakeholder briefings related to cyber alterations and system modernization.
  • Coordinate integration, installation, checkout, and test activities for cyber-related changes in shore-based labs, development environments, classified environments, and platform-representative configurations.
  • Support documentation development and maintenance, including requirements documents, interface control documents, test procedures, assessment reports, cybersecurity artifacts, technical briefings, and implementation plans.
  • Troubleshoot integration issues, assess system behavior, document findings, and support root cause analysis and corrective action planning for cyber and systems engineering issues.
  • Interface with government sponsors, NUWC divisions, ISEA, Program Office representatives, TDA stakeholders, NAVSEA, and defense contractors to support planning, technical execution, and concurrence activities.
  • Serve as a technical contributor during working groups, design reviews, technical exchanges, and stakeholder briefings across cyber engineering, tactical systems, and Navy modernization support communities.
