About The Position

ECS is seeking an experienced Systems Architect to work remotely providing custom development services for the work performed under this contract for NIH NIAID Enabling and Advancing Technologies (NEAT). All other tasks are intended to facilitate the implementation and operation of Enterprise Clinical Information Systems. This engagement provides a spectrum of management, technologies development, applications/software engineering, bioinformatics support, and professional development. This position is contingent upon contract win. The NIAID NEAT Systems Architect serves as the Technical Lead and provides custom development services in support of core task Enterprise Product Management and responds to a wide range of projects and special needs related support for NIAID’s mission.

Requirements

  • Minimum 8 yrs experience with custom software development using a variety of frameworks including, but not limited to, TypeScript, Python, and front-end JavaScript frameworks like Vue and React.
  • Bachelor’s degree in computer science, Information Security or related field.
  • Active Public Trust or higher security clearance.
  • Experience with API development and related programming languages including, but not limited to, Java and Node.js
  • Experience with containerization technologies
  • Experience with enterprise system migrations and integrations
  • Experience with software development methodologies, including, but not limited to, DevOps, Agile and Scrum.
  • Expertise in system architecture design.
  • Strong analytical skills to evaluate workflows and develop corrective actions.
  • Knowledge of open system architecture standards.
  • Prior experience in providing daily supervision and direction to staff.
  • Proficiency in using analytical tools.
  • Reside within the Washington DC Metro area.
  • Travel within the Washington DC Metro Area, and CONUS as needed.

Responsibilities

  • Establish system information requirements using analysis of the information engineer(s) in the development of enterprise-wide or large-scale information systems.
  • Design architecture to include the software, hardware, and communications to support the total requirements as well as provide for present and future cross-functional requirements and interfaces.
  • Ensure systems are compatible and in compliance with the standards for open systems architectures, the OSI and ISO reference models, and profiles of standards - such as IEEE OSE reference model - as they apply to the implementation and specification of information management solution of the application platform, across the API, and the external environment/software application.
  • Ensure that the common operating environment is compliant with the Agency enterprise architecture and applicable reference models.
  • Evaluate analytically and systematically problems of workflows, organization, and planning and develop appropriate corrective action.
  • Provide daily supervision and direction to staff.
  • Integration between Enterprise Clinical Informatics Systems (COTS or Custom).
  • Development of Enterprise Clinical Informatics Systems when COTS does not exist or meet NIAID's requirements.
