About The Position

The Marlin Alliance is a digital transformation company seeking a motivated professional to serve as an Exportability Systems Analyst in the Technical Analysis and Engineering Services (TA&ES) Directorate. This role provides technical and engineering support to the Exportability Team and other teams within the TA&ES directorate, offering subject matter expertise and administrative support to senior team members. The analyst will participate in meetings, provide updates and deliverables, and perform other duties as assigned. The position involves producing materials and information for the Government, including extracting information from reports and plans, preparing briefings, attending meetings, maintaining schedules, and supporting program audits. The role also includes supporting the Government in developing responses to program data calls, white papers, and requests for information, ensuring accuracy and completeness of all documentation. Additionally, the analyst will maintain technical relationships with product vendors and DoD organizations involved in the acquisition, development, evaluation, and testing of tactical SDRs and associated waveforms.

Nice To Haves

  • Defense Acquisition Level I (or higher) Engineering Certification
  • Bachelor’s degree in Technical Discipline
  • Software Defined Radio (SDR) engineering
  • International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Direct Commercial Sales (DCS), and Foreign Disclosure (FD) principles
  • Familiarity with Foreign Military Sales (FMS)
  • Analyzing and reviewing industry License Applications, Commodity Jurisdiction determinations, and Technical Assistance Agreements for the export of DoD commodities.
  • Developing and drafting multinational agreements, including Memoranda of Understanding, Project Arrangements, and Terms of Reference to support DoD international objectives for coalition interoperability.
  • Master of Science degree from an accredited college or university in Engineering
  • Defense Acquisition Level I (or higher) Engineering Certification
  • Bachelor’s degree in Technical Discipline
  • Bachelor of Science degree from an accredited four-year college or university in Engineering

Responsibilities

  • Perform Cyber Resiliency analysis on candidate waveforms hosted on tactical Software Defined Radios (SDRs), ensuring that the security requirements of communications systems are met.
  • Assist in the review of individual focus area (security, protection, resiliency) waveform analyses inputs.
  • Research the latest methodologies and maintain processes for SDR Waveform Cyber Resiliency analysis.
  • Provide support for system security engineering, which requires a foundational understanding of cybersecurity, electronic protection, and technology protection.
  • Support the implementation and documentation of the Risk Management Framework (RMF) process for tactical radio overlays.
  • Participate in team meetings, technical reviews, and stakeholder engagements to provide cybersecurity insights.
  • Maintain technical relationships with external vendors and DoD organizations involved in tactical SDR waveforms.
  • Assist in the development and review of technical white papers, presentations, and reports supporting Cyber Resiliency tasks.
  • Contribute to weekly status reports and provide updates on assigned tasks to team leadership.
  • Support the review and update of Security Team standard operating procedure (SOP) documents as required.
  • Producing the materials and information required by the Government.
  • Extraction of information from various reports and plans and the assembly of appropriate information and data.
  • Preparation of briefings.
  • Attendance at meetings and preparation of minutes and position papers.
  • Maintenance of a master schedule and the tracing of milestones.
  • Support of program audits to assure compliance with applicable policies and directives.
  • Supporting the Government in developing and responding to program data calls, white papers, and requests for information from multiple sources.
  • Develop or request from the appropriate sources, the necessary data to develop and prepare initial and final revisions within the time required to support scheduled deadlines.
  • Maintain technical relationships with product vendors and DoD organizations involved in the acquisition, development, evaluation and testing of tactical SDRs and associated waveforms.
