About The Position

The candidate will join CPA's Fiscal Management Statewide Fiscal Systems team, supporting the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. This program includes HR/Payroll, Financials, STARR, and all ancillary systems. The candidate must be adaptable and capable of learning and integrating new systems like CGI Advantage. CAPPS Financials is the State of Texas Enterprise Resource Planning (ERP) system, built on Oracle PeopleSoft Financial Supply Chain Management (FSCM) version 9.2, Image 53. It encompasses General Ledger, Accounts Payable, Purchasing/Requisition, Asset Management, Commitment Accounting, Travel & Expense, Project Costing, Contracts, Grants, Inventory, Cash Receipts, and AR/Billing. The selected candidate will need extensive knowledge of CAPPS Financials reporting tools and proficient understanding of PeopleSoft's integration with other modules and ancillary tools. A mandatory annual professional training requirement of at least ten (10) hours in a relevant area of expertise is also in place, without additional compensation.

Requirements

  • Extensive Texas public sector experience, directly working for or supporting a Texas state government agency (8 years required).
  • Extensive experience in reporting support for the financial modules in PeopleSoft Financials version 9.2 (8 years required).
  • Extensive knowledge and understanding of State of Texas applicable policy (8 years required).
  • Extensive knowledge of Financials Table Entity Relationship Diagrams (8 years required).
  • Experience preparing WCAG 2.1-compliant materials for distribution (8 years required).
  • Experience designing, executing, and documenting structured UAT and regression testing for reporting impacts during upgrades, PUM cycles, or patch deployments (8 years required).
  • Experience in interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements (8 years required).
  • Extensive knowledge of/experience with data integration, data quality, and SDLC processes and methodologies (8 years required).
  • Experience developing or supporting cross module reports that incorporate data from GL, AP, PO, AM, IN, T&E, PC, or related modules (8 years required).
  • Extensive experience analyzing PeopleSoft FSCM data structures, including effective dating rules, table relationships, and multi row logic, to support complex statewide reporting requirements (8 years required).
  • Experience writing CAPPS Complex reports using SAP Business Objects (8 years required).
  • Experience with CAPPS Central production and expansion functional support activities for more than 100 agencies and 5 Hub instances (3 years required).
  • Knowledge of Information Technology Infrastructure Library principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM) (3 years required).
  • Experience in gathering business requirements for large projects.
  • Ability to work independently in a diverse team environment with on-site and remote team members.
  • Strong written, verbal, and interpersonal communication skills.
  • Knowledge of project management methodologies.
  • Knowledge of technical and functional attributes of Oracle PeopleSoft.
  • Problem-solving skills and the ability to multitask with readiness to put in extra efforts when necessary.
  • Experience with Agile and other SDLC methodologies.
  • Experience with ITIL methodologies.
  • Experience with or knowledge of information security frameworks (i.e., NIST).

Nice To Haves

  • CPA experience participating in Fiscal Year-End processes specific to reorganizational changes and legislative mandates for CAPPS (4 years preferred).
  • CPA experience performing customer-facing responsibilities in support of the CAPPS expansion efforts for Central and Hub agencies (4 years preferred).

Responsibilities

  • Performing highly advanced (senior-level) consultative services and functional assistance related to supporting the CAPPS Program.
  • Developing, modifying, and maintaining reports using PeopleSoft reporting tools (Query Manager/Query Viewer, BI Publisher, PS/Query expressions and complex joins).
  • Developing, modifying, and maintaining reports using CPA-provided tools such as SAP Business Objects.
  • Translating business requirements into technical specifications, ensuring reports align with statewide policy, regulatory requirements, and agency-specific needs.
  • Collaborating with functional analysts and business owners to gather report requirements, validate logic, and ensure data accuracy from PeopleSoft tables and views.
  • Creating and maintaining report templates, layouts, and bursting setups (BI Publisher), ensuring consistency with statewide branding and accessibility standards.
  • Analyzing PeopleSoft data structures, including table relationships, keys, and effective-dating rules, for correct data extraction.
  • Optimizing report performance, including tuning queries, indexing recommendations, and improving runtime for high-volume statewide datasets.
  • Supporting reporting during upgrades, patches, and project releases, including impact analysis, remediation of broken reports, and migration coordination.
  • Ensuring data security and compliance, respecting row-level and role-based security, sensitive data handling rules, and statewide privacy standards.
  • Producing documentation such as report inventories, design specifications, data dictionaries, run instructions, and test plans.
  • Participating in system testing, including UAT and regression testing, focused on data integrity and report output accuracy.
  • Providing end-user support, training, troubleshooting, and resolution for reporting issues.
  • Collaborating with Managed Services Tier 3 support staff on integration points, data fixes, audit reports, and cross-module reporting needs.
  • Planning, designing, developing, implementing, supporting, and maintaining IT security measures to safeguard system information.
  • Participating in project-level activities, including expansions, module implementations, enhancements, and cyclic processes (fiscal year-end, legislative changes, federal mandates, third-party integrations).
  • Performing all duties following CPA’s processes, policies, and procedures within project scope and on schedule.
  • Responsible for the CAPPS Financials functional design phase, including creating/reviewing Functional Design Documents (FDDs), performing functional configuration system changes, and other functional activities.
  • Providing Level 2 Service Desk support, including complex ticket handling, advanced troubleshooting, clear documentation, and basic system configuration.
  • Ensuring all digital products and content meet WCAG 2.1 accessibility standards.
  • Working under minimal supervision, independently performing a variety of complicated tasks.
  • Validating data accuracy, enforcing security (including multi-tenancy), ensuring system efficiency, and enforcing all applicable policies.
  • Performing all work in accordance with Information Technology Infrastructure Library (ITIL) principles and practices.
  • Actively participating in CPA’s Major Incident Management (MIM) process for P1 and P2 incidents.
  • Participating in Disaster Recovery and Upgrade Testing activities.
  • Making presentations at CAPPS User Groups and the CAPPS Steering Committee.
  • Participating in an annual SOC-1 attestation audit.
  • Performing other related Work as assigned.
