About The Position

The Virginia Department of Motor Vehicles is hiring for a Systems Analyst for a position within its IT Services Department in Richmond, VA. This position is open to current VA DMV employees only. This role leverages expert project management skills to lead technical projects, managing the full development life cycle from requirement definition through design, testing, and implementation. It requires complex problem-solving, collaboration with business and technical teams, and adherence to security and regulatory standards. Additionally, this role ensures that solutions align with DMV’s mission-critical goals while optimizing system performance and scalability. The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. In addition, DMV serves a wide array of businesses, including dealers, fuels tax customers, rental companies, driving schools, other state agencies, local governments, and non-profit organizations. Requirements

  • In-depth knowledge of systems analysis methodologies such as Agile and Waterfall.
  • Expertise in designing secure, scalable solutions that align with business and technical requirements.
  • Hands-on experience with both web-based and mainframe systems in development, implementation, and system support.

Nice To Haves

  • Comprehensive modernization experience.
  • Deep understanding of compliance standards, ADA regulations, and other compliance frameworks.
  • Experience leading Agile or Scrum-based projects.
  • Project Management Professional (PMP) / Certified ScrumMaster (CSM) / Agile Certified Practitioner (PMI-ACP).

Responsibilities

  • Lead technical projects, managing the full development life cycle from requirement definition through design, testing, and implementation.
  • Ensure solutions align with DMV’s mission-critical goals while optimizing system performance and scalability.
  • Identify, diagnose, and resolve complex technical issues impacting system performance and integration.
  • Implement long-term, robust solutions that prevent re-occurrence.
  • Manage IT projects, including resource coordination, timeline management, and achieving project deliverables.
  • Collaborate with cross-functional teams to troubleshoot and resolve complex technical issues, ensuring system reliability.
