About The Position

Under direction of an assigned supervisor, manager, or director, this role provides complex analytical support, maintenance, and/or modification of existing systems, and development of new modules/functions in one or more areas/systems. It involves coordination with the Information Technology Department, serving as a liaison between business users and information technology staff, vendors, and service providers. The Programmer II assigned to Planning, Research & Accreditation (PRA) for the Scottsdale Police Department serves as the department’s primary data systems specialist and technical reporting authority. This role develops and maintains SQL-based reporting solutions, dashboards, and automated data processes that support official departmental statistics, executive-level ad-hoc requests, accreditation reporting, and Council briefings. In collaboration with City IT, this position also serves as the Department’s Web Content Manager, ensuring that published data, dashboards, and web-based reporting tools are accurate, timely, and aligned with City standards. The Programmer II plays a critical role in safeguarding the integrity and defensibility of information released on behalf of the Department. Housed within PRA, this role ensures data development remains aligned with performance management, compliance requirements, and strategic priorities, while reducing reliance on manual processes and preserving institutional technical knowledge.

Requirements

  • Bachelor’s Degree from an accredited educational institution.
  • Three years of experience directly working on computer-based information systems' software and programming/scripting languages in support of medium enterprise applications.
  • Must possess and maintain a valid, unrestricted driver's license with no major citations within the past 39 months prior to the start date.
  • Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work.

  • Depending on the department assignment, obtain and maintain a Level D – Technical Arizona Criminal Justice Information System (ACJIS) Network Terminal Operator certification. Training is provided on duty and testing is completed within first six months of hire.
  • Other pertinent licenses and/or certifications may be required of some positions depending on division/department/service assignment.

Responsibilities

  • Provides guidance on system or workflow modifications and changes needed to support operational, program and/or regulatory compliance.
  • Performs ad hoc database querying for users.
  • Evaluates and analyzes assigned functional area related processes, procedures and workflow to determine the feasibility of different technology options and solutions to meet their requirements.
  • Develops custom SQL Server Reporting Services (SSRS) or PowerBI (PBI) reports based on customer needs and requirements.
  • Develops custom ETL (Extract, Transform, Load) process using SQL SSIS and similar tools based on customer needs and requirements.
  • Participates in a variety of system user groups, work groups and/or project teams to identify user needs and operational, programmatic and/or regulatory changes affecting application requirements and other related issues.
  • Maintains and develops a variety of departmental and/or program files, records, queries and generates reports and dashboards on a scheduled and/or ad hoc basis.
