About The Position

A Texas state government organization is seeking an experienced Systems Analyst 3 to support its statewide ERP (PeopleSoft FSCM 9.2) environment. The consultant will serve as the functional subject matter expert for the CAPPS Financials Accounts Receivable (AR) and Cash Receipts (CR) modules while supporting production operations, system enhancements, integrations, fiscal year-end activities, and statewide agency support.

Requirements

15+ years of PeopleSoft system configuration experience.
12+ years supporting PeopleSoft FSCM 9.2 Accounts Receivable/Billing.
Strong experience with: Application Designer, SQL, SQR, BI Publisher, Integration Broker, SAP BusinessObjects.
Extensive experience supporting CAPPS Financials.
Strong knowledge of Texas state financial systems and policies.
Experience with: Run My Jobs (RMJ), PUM, Change Assistant, Fluid UI, Elasticsearch.
Experience supporting statewide ERP implementations across 30+ agencies.
Strong PeopleSoft security knowledge, including NIST standards and multi-tenancy.
Experience with: Fiscal Year-End processing, Disaster Recovery, Major Incident Management, Tier 2 Service Desk support, Executive presentations, Functional project management, Functional design documentation, WCAG 2.1 accessibility compliance, Audit support and Open Records requests.
Experience with legacy Texas systems such as: USAS, TINS, SPA, CAPPS.
Required Functional Modules: Accounts Receivable, Billing, Cash Receipts, General Ledger, Commitment Control, Asset Management.
15+ years of PeopleSoft configuration.
10–15+ years supporting Texas statewide ERP/CAPPS Financials.
10+ years of production support, incident management, fiscal year-end coordination, and PeopleSoft FSCM implementation.

Responsibilities

Serve as functional SME for PeopleSoft FSCM Accounts Receivable and Cash Receipts modules.
Configure and maintain AR Business Units, Customer Master, Payment Terms, Accounting Rules, Entry Types, Collection Rules, Item Types, Distribution Codes, and Security Roles.
Support production incidents, enhancements, system configuration, testing, and deployments.
Monitor and troubleshoot PeopleSoft batch jobs (Run My Jobs).
Perform Functional Design Document (FDD) creation and review.
Support CAPPS Financials upgrades, PUM updates, Change Assistant, and lifecycle management.
Coordinate User Acceptance Testing (UAT), regression testing, and production validation.
Provide Tier 2 production support while coordinating with Managed Services Tier 3 teams.
Participate in Major Incident Management (P1/P2), Disaster Recovery testing, SOC-1 audits, and Fiscal Year-End activities.
Collaborate with policy teams, agencies, vendors, and technical teams.
Ensure solutions comply with WCAG 2.1 accessibility standards.
Deliver training, documentation, and executive-level presentations.
