About The Position

The systems accountant is responsible for providing technical expertise required to coordinate and work with the government’s System Integrator as they implement a new financial management system as well as plan, design, analyze, document, test, implement, integrate, track, and maintain its other computer systems and software. The systems accountant will evaluate and provide feedback on system migration issues as it relates to the legacy ICE owned FFM system. The systems accountant will review and evaluate the financial systems, practices, and policies to determine their worth and efficiency. Also consult with managers and key personnel on specific system requirements and discuss proposed recommendations to determine the effects of goals and expectations. The systems accountant could also be asked to do the following: Identify automation needs, outline parameters and characteristics of the system, and ensure that user needs are met. Design and coordinate major regional or agency-wide software projects in response to complex new or modified needs of users. Conduct feasibility studies to develop alternative and cost-effective approaches. Coordinate system enhancement tasks users, which may include interfaces with other systems or new versions of existing software or entirely new applications. Monitor work to ensure deliverables are received as scheduled, respond requests for information and meetings in a timely manner. Review system documentation requirements and designs for accuracy and functional sufficiency. Coordinate and consolidate comments on design documents from end users. Assist in development of test plans and coordinate user acceptance testing. Provide analysis and advice in the design, adaptation, or installation, and system support of automated accounting systems. Analyze table relationships to establish or modify system table codes. This includes accounting codes as well as system security user access profiles and entering the data into systems. Maintain backup documentation. Validate the system's financial transactions are accurate and reliable. Assist with entering new transactions into the system, testing transactions, and verifying general ledger impact. Assist in the reconciliation of system errors. Perform analysis to determine cause of error then identify and implement a resolution.

Requirements

  • Must be able to OBTAIN and MAINTAIN a Federal or DoD "PUBLIC TRUST"; candidates must obtain approved adjudication of their PUBLIC TRUST prior to onboarding with Guidehouse. Candidates with an ACTIVE PUBLIC TRUST or SUITABILITY are preferred.
  • Bachelor’s degree; FOUR (4) years of additional experience related to Accounting, Information Systems, Consulting, Finance or Computer Science may be used in lieu of a bachelor's degree
  • FOUR (4) years or more of experience in Accounting, Information Systems, Finance, Computer Science or related field.
  • Proficiency in Microsoft applications: Word, Excel, PowerPoint, Visio, Teams and Outlook, SharePoint and Skype applications.
  • Ability to conduct comprehensive research and analysis.
  • Ability to educate and inform senior management on various alternatives.
  • Ability to provide clear leadership, technical direction, and guidance to all level of the OCFO leadership.
  • Ability to review, synthesize and prepare highly technical, sensitive, and complex documents, briefing materials, management directives and correspondences.

Nice To Haves

  • Experience using and building structured data tools (SQL, Microsoft Excel, Excel Macros).
  • Experience utilizing and building data modeling and visualization tools (Power Automate, Power BI, Python).
  • Experience supporting the system administrator monitoring the system(s) to ensure availability to users; establish system requirements using analysis in the development of custom solutions; ensure that the system(s) are compliant with client standards; evaluate analytically and systematically problems of system usage; and organize and plan appropriate corrective actions.
