This position provides analytical, data, logistical, and technical support to the Solid Waste Management Program (SWMP). DPWES is a diverse, nationally accredited, and award-winning public works agency with approximately 1,000 employees providing solid waste, capital facility development, wastewater, stormwater, urban forestry, and land acquisition management services for the most populous county in Virginia. Requirements

  • Graduation from an accredited college or university with a bachelor's degree in environmental sciences, engineering, construction management, or a related field; plus four years of experience in an environmental, engineering or construction management program.
  • Valid driver's license.
  • Ability to input, access, and retrieve information from a computer.
  • Ability to be exposed to loud noises, and environment where raw waste and household hazards exist.
  • Ability to lift up to 25 lbs. without assistance and greater than 25 lbs. with or without assistance.
  • Ability to operate a motor vehicle.
  • Ability to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift and handle materials with manual dexterity.
  • Ability to work in adverse weather conditions and temperatures.
  • Ability to work in the field to evaluation the condition of equipment and vehicles.
  • Considerable knowledge and through understanding of relevant public works/environmental services field operation/technical services business operation/organization (e.g., wastewater treatment, air pollution control, erosion/sediment control, environmental remediation, stormwater or solid waste collection, recycling and/or disposal as well as the environmental, social, and economic issues associated with these disciplines).
  • Considerable knowledge of mission, goals, and objectives of public works and environmental services department.
  • Knowledge of Federal and State Environmental Regulations.
  • Knowledge of the principles, practices and methods of financial management, budgeting and accounting, and the ability to apply them to make good business decisions.

Nice To Haves

  • Applicable ASE certifications (including Automobile and Light Truck Certification, Collision Repair & Refinish Certification, Medium-Heavy Truck Certification, Truck Equipment Certification).
  • 5+ years of experience in procurement, inventory, contracts, purchasing, buying/selling of capital equipment.
  • 3+ years of experience in inventory management.
  • 2+ years of experience in heavy equipment maintenance.
  • 3+ years of experience in budget relating to heavy equipment.

Responsibilities

  • Manages the vehicle and equipment programs for three different facilities, including the I-66 Transfer Station & Diversion Complex, the I-95 Landfill Campus, and the Newington Campus.
  • Provides direct supervision to Maintenance Trades staff for the three different facilities.
  • Manages the fleet replacement program, projecting replacement needs, identifying appropriate replacement vehicles according to user agency needs and technical suitability.
  • Develops technical specifications for a wide range of specialized and vocational vehicles in consultation with user agencies or provides advice and technical support on specifications prepared by those agencies.
  • Evaluates bids for vehicles that will be on new contracts.
  • Orders vehicles and provides technical review of orders for other vehicles.
  • Coordinates with dealers, user agencies, and receiving maintenance facilities to ensure timely arrival of vehicles and compliance with specifications.
  • Manages operations and performs advanced technical and analytical work, assessing and improving cost-effectiveness in large environmental and public work programs.
  • Identifies and prepares technical specifications for Solid Waste Management capital equipment contracts and partners with the Department of Purchasing and Supply Management on procurement actions.
  • Reviews, analyzes, and develops highly technical procurement contracts for the purchase of specialized capital equipment through Requests for Proposals (RFPs), Invitation for Bid (IFBs), and eVA Quick Quotes, to include complex statements of work, specifications, and methods of evaluation based on best value rather than lowest bid.
  • Negotiates with contractors and vendors for the purchase of materials, supplies, and services on a vast variety of equipment and vehicles, ensuring that products meet specifications, compliance and environmental initiatives at three separate operations sites.
  • Responsible for the review and long-range planning for the conditions of heavy equipment and large commercial vehicles, the performance of the equipment, and preparation when forecasting replacement cycles and upgrades.
  • Leads, guides and supervises I-66, I-95 & Newington- Trades Teams personnel.
  • Supervises employees to include the delegation and review of work assignments.
  • Sets objectives and expectations to meet goals and mission of work unit.
  • Manages large data base for all capital equipment.
  • Plans and oversees capital equipment materials inventory for the agency.
  • Creates and oversees used equipment resale auctions to include creating auction, monitoring the process, and making suggestions of resale value for all equipment.
  • Analyzes and evaluates public works/environmental services field operations and technical services.
  • Develops, recommends and implements long-term and short-term improvements in operations.
  • Reviews, analyzes and evaluates the effective use of the field operations or technical services branch's resources and makes recommendations to Branch Manager to improve organizational productivity and/or levels of service.
  • Identifies and uses proper business metrics to form the basis of recommended organizational changes or adjustments that need to made to improve services/operations.
  • Collects, measures, monitors, and analyzes business operations/levels of service to ensure efficiency, effectiveness and value of services and makes recommendations for improvement.
  • Plans, conducts and/or oversees studies or research activities to ensure field operation/technical services program quality; determines unmet needs and makes recommendations to ensure effectiveness of existing programs.
  • Supervises/leads professional and paraprofessional employees.
  • Reinforces a safety culture and continually seeks to expand safety knowledge through training, mentoring, self-study or other methods of continuous learning.
  • Clearly communicates safety expectations.
  • Resolves safety-related issues in a timely matter.
