About The Position

Under general supervision, this role performs a variety of skilled field and office work involved in enforcing codes and regulations related to environmental, health, safety, and general welfare issues, as provided by State and local codes and ordinances. The position involves performing inspections, investigating violations, and gaining compliance either voluntarily or through enforcement means.

Requirements

  • A high diploma or GED certification is required.
  • A valid Texas driver’s license is required.
  • For Code Compliance Officer II: One (1) year of experience in the field of code enforcement, law enforcement, environmental health, or a related field is required.
  • For Code Compliance Officer I: Prior experience in code enforcement is preferred.
  • For Code Compliance Officer II: A Certified Code Enforcement Officer with the State of Texas is required.
  • For Code Compliance Officer I: Ability to obtain a Certified Code Enforcement Officer with the State of Texas within three (3) years of employment is required.

Nice To Haves

  • A Bachelor’s degree in public administration, environmental management, forensic science, or a related field is preferred.

Responsibilities

  • Perform site inspections and investigations to determine if Solid Waste ordinances are being violated, if a public nuisance is present, and who the responsible parties are. Inspections may include reviewing solid waste enclosures for compliance with City of Abilene standards, dilapidation, or unsanitary conditions.
  • Communicate with complaining parties, responsible parties, and affected parties regarding City standards, policies, and options for the resolution or abatement of violations.
  • Perform investigative and research work to determine the legal descriptions of real property, registration or licensing of vehicles, ownership interests in property, and lien holders or other parties responsible for the status of property.
  • Coordinate with other City, County, State, or Federal entities, or utility companies in pursuing the resolution of violations. City entities may include Water, Stormwater, Community Enhancement, Health, Fire, Police, Legal, or Finance.
  • Maintain accurate and up-to-date records and files.
  • Educate individuals, entities, and groups on standards, practices, and resources to ensure compliance with City and State codes relating to health, safety, and general welfare.
  • Schedule inspections and meetings, coordinating with property owners, citizens, and internal departments to facilitate compliance, address concerns, and document outcomes.
  • Issue notices of violation, abatement orders, court summonses, citations, or other enforcement actions as appropriate.
  • Testify in court as required.
  • Operate a City or personal vehicle to travel between inspection sites, meetings, and other locations as required to perform field duties safely and efficiently.
  • Meet with interested citizens and community groups to discuss community concerns, provide updates, and foster collaborative solutions.
  • Perform other job related duties and responsibilities as assigned.
