About The Position

Monitors and assists the City of Lubbock’s Solid Waste department with compliance of federal, state and local environmental regulations.

Requirements

  • Completion of a bachelor's degree in environmental science, biology, toxicology, chemistry or a related field with an additional three years’ experience in an environmental field
  • Valid Current Driver's License
  • Knowledge of a variety of federal environmental laws and regulations including: the Resource Conservation and Recovery Act; Emergency Planning and Community Right-to-Know Act; Federal Insecticide, Fungicide and Rodenticide Act; Clean Air Act; Clean Water Act; Toxic Substances Control Act: Comprehensive Environmental Response, Compensation and Liability Act; Texas Asbestos Health Protection Act: and other related legislation
  • Knowledge of a variety of state environmental laws and regulations including: Texas Administrative Codes (TAC) 30 TAC 330 Municipal Solid Waste; 30 TAC 335 Industrial Solid Waste and Municipal Hazardous Waste; 30 TAC 328 Waste Minimization and Recycling; and other related state regulations
  • Knowledge of environmental health and safety auditing
  • Ability to interpret complex federal and state environmental regulations
  • Ability to communicate effectively with others
  • Ability to operate, inspect and troubleshoot simple mechanical equipment and monitoring devices including pumps, compressors, motors, gas analyzers and probes

Responsibilities

  • Conduct inspections and monitoring of the Solid Waste department’s facilities to ensure compliance with environmental laws, rules and procedures in the medias of air, water and waste
  • Recommend and implement corrective measure for potential environmental violations
  • Develop and implement programs for compliance with environmental regulations
  • Perform routine maintenance and necessary repairs of pumps, compressors, motors, gas analyzers, interconnected electrical components and probes
  • Provide technical oversight of consultants performing environmental studies on behalf of the City
  • Apply environmental law to design programs and procedures to remove, negate, or prevent pending environmental enforcement actions
  • Prepare letters and reports to regulatory agencies documenting compliance activities and results
  • Perform related duties as directed
