About The Position

The Office of Technology Services (OTS) was established to recognize cost savings through the consolidation of State IT assets and resources. OTS has consolidated a wide variety of existing hardware platforms, operating systems, database management systems, networks, third-party software, and custom applications. OTS leads the State’s technology procurement process to standardize technology across the organization, seek operational efficiencies, and ensure the scalability of new products introduced to the OTS suite of services, which can eventually be offered to all in-scope agencies. The scope of the proposed services includes Voice Service Modernization. This position will focus on large-scale infrastructure transitions and vendor management, specifically leading the project lifecycle for the AT&T Legacy Services Conversion Project (aka Copper-to-Cloud (C2C) initiative), migrating approximately 13,000 statewide copper wire services to VoIP or LTE solutions. The role will provide oversight and resolution for AT&T ordering and provisioning issues, and support the management and monitoring of existing/new NCS network and voice ITB, RFP, RFR, RFI contracts to ensure state government and operational compliance.

Requirements

  • Minimum of 15 years’ experience with telecommunications technologies.
  • Advanced understanding of telecom vendors, available services, and project management workflows.
  • Extensive knowledge of Centrex, and other AT&T service offerings, including infrastructure, features and billing processes.
  • Direct experience delivering telecommunications services to State governments with an in-depth understanding of their unique network/telecom needs.
  • Experience leading financial and billing audits, with a focus on reconciling invoices, identifying billing errors, and quantifying cost savings.
  • Extensive VoIP service implementation experience, including knowledge of network infrastructure requirements.
  • Expertise in the development, structuring, and actively monitoring complex network and telecom contracts.
  • Must reside within the Baton Rouge Metropolitan Area.
