About The Position

Serves as the primary functional lead and trusted advisor in establishing and operationalizing the Support Agreement Management Office within ASA (FM&C). Responsible for building the governance structures, coordination frameworks, and processes necessary for long-term mission success. Partners directly with the client to stand up the office, shape its governance model, and ensure all support agreement activity aligns with applicable DoD regulations, including DoDI 4000.19. The ideal candidate brings deep familiarity with DoD policy, strong coordination skills across internal and external trade partners, and the ability to translate regulatory requirements into executable, sustainable processes and documentation.

Requirements

  • The ability to obtain, maintain and access classified information at the Secret level.
  • Working knowledge of DoDI 4000.19 and its application to support agreement development, execution, and compliance.
  • Familiarity with G-Invoicing and its use in managing reimbursable orders and interagency agreements within the DoD.
  • Familiarity with governance frameworks and process improvement methodologies within the DoD environment.
  • Demonstrated experience coordinating with internal and external trade partners across a complex DoD stakeholder network.
  • Proficient in the Microsoft Office Suite, with demonstrated expertise in Excel (data tracking, reporting, and analysis) and Teams (collaboration and communication).
  • SharePoint user experience: ability to navigate, upload, and collaborate within SharePoint environments.
  • Ability to develop process workflows and Concepts of Operations (CONOPs) that translate complex regulatory and operational requirements into clear, actionable documentation.
  • Ability to serve as a trusted advisor to the client — providing subject matter expertise, sound recommendations, and strategic guidance on support agreement policy, governance, and execution.
  • Ability and willingness to train client staff and team members on support agreement processes, governance frameworks, and regulatory requirements.
  • Excellent written and verbal communication skills; ability to prepare and deliver briefings to senior leadership.
  • Strong organizational skills with the ability to manage competing priorities in a high-tempo environment.

  • Bachelor's degree in Business Administration, Finance, Economics, or a related field required.
  • Minimum of eight to ten (8–10) years of relevant experience in DoD support agreement management, governance, or a related discipline; or equivalent combination of education and experience.

Nice To Haves

  • DoD Financial Management experience highly desired.
  • Experience supporting the establishment or operation of a DoD staff office, program office, or governance function strongly preferred.
  • Familiarity with DoD Financial Management, reimbursable funding mechanisms, and interagency agreements preferred.
  • Master's degree preferred.

Responsibilities

  • Lead and partner with the client to establish and operationalize a Support Agreement Office, including development of its organizational structure, governance model, and standard operating procedures.
  • Serve as the subject matter expert and trusted advisor to the client on support agreement policy, governance, and execution — providing actionable recommendations that inform leadership decisions.
  • Develop process workflows and Concepts of Operations (CONOPs) to document, standardize, and communicate support agreement procedures across the office and with key stakeholders.
  • Establish and manage governance frameworks to ensure compliance and effective oversight of all support agreement activities, including audit readiness and regulatory adherence.
  • Apply thorough knowledge of DoDI 4000.19 and other applicable regulations to guide support agreement development, execution, and ongoing compliance.
  • Develop, coordinate, and maintain strong working relationships with key internal and external stakeholders, including DoD trade partners, throughout the support agreement lifecycle.
  • Collaborate with stakeholders to identify, validate, and document requirements, ensuring alignment with the support agreement framework, applicable regulations, and organizational goals.
  • Design and implement end-to-end processes for managing support agreements, emphasizing efficiency, effectiveness, and adherence to DoD best practices.
  • Review, coordinate, and validate financial instruments related to support agreements (e.g., 7600A/B), ensuring accuracy and compliance.
  • Develop and deliver training to client staff and team members on support agreement processes, governance requirements, and applicable DoD regulations, including DoDI 4000.19.
  • Support program development and knowledge transfer activities to ensure consistent, capable management of all active and historical support agreements across the office.
  • Prepare executive-level reports, briefings, and presentations for stakeholders at all levels, communicating program status, risks, and recommendations clearly.
