About The Position

Nalu Federal is a subsidiary company of the Kanaka Foundation - An NHO who's mission is to support Native Hawaiians. The Supply Technician will be responsible for the integration and management of medical supplies and equipment, including requirements determination, distribution, procurement authorization, and funds management. This role serves as an expert facilitator in logistics involving medical and nonmedical supplies and services, governing supply procedures and measuring supply performance. The incumbent will also analyze and fill material requirements, monitor usage, and utilize electronic data processing systems for daily operations. Additionally, the role involves monitoring project status, conducting supply demand studies, participating in supply chain meetings, and providing training on supply system procedures. Responsibilities extend to logistics support for medical equipment, coordinating requirements with users, resolving supply-related problems, and preparing analyses with recommendations. The position requires performing procurement functions in accordance with federal regulations, managing acquisition records, and ensuring the proper ordering, stocking, and disposal of supplies and equipment. A key responsibility includes managing the DMLSS Strategic Sourcing queue, working excess lines on Logistics Metrics Indicators, and ensuring the readiness and accuracy of crash carts and their associated tracking systems. The work is performed under the general guidance of a supervisor who defines objectives, priorities, and deadlines, with the contractor planning and executing tasks independently and consulting on unusual situations. Completed work is reviewed for technical soundness and conformity to policy.

Requirements

  • Knowledge of the procurement authorization process in order to ensure that medical supplies are maintained properly and, in a cost, effective manner.
  • Knowledge and understanding of all levels of governmental regulations, directives, policies, and procedures in order to administer the supply management program.
  • Analytical and evaluative skills in order to review and develop technical data and specifications and determine and establish sources of manufacture; analyze and evaluate deviations to technical requirements; develop technical changes to procurement specifications packages; analyze and resolve difficult issues and problems in the inventory management supply system involving supply processes, work methods, supply data management and day to day operational procedures.
  • Knowledge of the life cycle support concepts, programs, policies, and procedures of the medical supply systems in order to accomplish material coordination responsibilities.
  • Planning and organization skills in order to develop and coordinate action plans and milestones that effectively monitor and ensure an effective supply program.
  • Knowledge of the technical features and uses of assigned material in order to coordinate supply/ program support and resolve problems.
  • Knowledge of inventory management policy, procedures, and techniques including supply planning, acquisition, storage, issue, utilization, and disposal to determine, regulate, and control the level and flow of equipment and material necessary for mission accomplishment.

Responsibilities

  • Integrate management and control of medical supplies and equipment.
  • Determine requirements, manage material distribution, authorize procurement, and manage funds.
  • Serve as expert facilitator in all fields of logistics involving medical and nonmedical supplies and services.
  • Govern supply procedures and measure supply performance for assigned areas.
  • Assist with the ordering and receipt process.
  • Analyze and fill material requirements for assigned areas, including planning and initiating actions to obtain material, determining and setting stock levels, and monitoring usage activities.
  • Utilize a variety of sophisticated electronic data processing systems to accomplish daily operations.
  • Monitor the status and effectiveness of projects, operations, and programs by identifying, analyzing, and resolving problems.
  • Conduct supply demand studies and participate in supply chain management coordination meetings.
  • Provide training to new MTF staff members on supply system procedures.
  • Assist with all aspects of logistics support, including familiarization with requesting medical equipment accountability, repair, and equipment acquisition.
  • Coordinate requirements with users and seek assistance in identifying and locating required items.
  • Resolve user problems associated with obtaining and maintaining stocks.
  • Prepare written analyses of activities and problems with recommendations for solutions.
  • Utilize complex automation systems for maintenance of acquisition records, reconciliation, and accountability of supplies and equipment.
  • Monitor quality assurance information and conduct quality assurance inspections.
  • Respond to quality assurance issues per regulatory requirements.
  • Perform procurement functions in accordance with laws and regulations as established in the Federal Acquisition Regulation, Defense Federal Acquisition Regulation, and all other established regulations.
  • Adhere to laws regarding competition, and price.
  • Stay abreast of any changes to laws and regulations affecting procurement.
  • Assist with ordering and stocking a variety of technical supplies ranging from common administrative and medical support materials through surgical instruments and surgical support equipment.
  • Research acquisition sources and methods; resolve problems associated with timely deliveries and lead times; arrange for disposal of surplus and excess property; and monitor the operations and records of storerooms and distribution points, including stock levels, rates of usage, reorder points, and requests for new items.
  • Phase procurements and deliveries and determine best use of funds.
  • Exercise substantially independent authority to establish and revise reorder frequencies; establish stock levels for individual items; and manage assigned items in such a manner as to achieve effective supply support while remaining within authorized funding limits.
  • Manage DMLSS Strategic Sourcing queue to include Equivalent Preferred Item - Better Source Same Item - Move to ECOMMERCE - Move to Veterans Business - Equivalent Item Better Source.
  • Work the excess lines on the Logistics Metrics Indicators.
  • Check daily that all crash carts have a quality assurance sheet verified before issue.
  • Verify that there are six PEDS and twelve advanced crash carts ready for issue always and automated crash cart system is accurately updated.
  • Monitor to ensure the tracking system and LOGBOOK are updated, accurate, and followed through.
  • Inspect spreadsheet for accurate item IDs, QTY, and expiration dates.
  • Verify that within 30 minutes after a code is communicated the crash cart must be exchanged.
  • Ensure personnel are properly trained on crash carts.
  • Plan and carry out work independently, consulting with the supervisor on unusual situations that do not have clear precedents.
  • Evaluate supply program and recommend improvements, policies, methods, procedures, and techniques which can impact the manner in which the MTF conducts business with customers.
