About The Position

The Supplier Quality Representative (SQR) performs quality surveillance at supplier and vendor shops to verify that supplier-furnished materials and equipment meet applicable codes, standards, and client procurement-document requirements. Through monitoring, observation, document review, witnessing examinations and tests, and selective hands-on inspection, the representative evaluates conformance, rejects nonconforming material, works with suppliers and project supplier quality personnel on disposition of findings, releases conforming material for shipment, and reports surveillance results to client project personnel and the customer. The position is primarily a field/shop role, not an office-based position. It covers the Western Region, with most assignments across the West Coast and Western states, and requires willingness to travel to East Coast suppliers when coverage requires. Travel is approximately 75–80%, with frequent travel and changing assignment locations. The representative works independently at supplier facilities and must be prepared for occasional schedule changes, extended supplier coverage, and approved overtime. The representative reviews procurement requirements and readiness before fabrication; verifies supplier processes, personnel, equipment, materials, records, and inspections; documents and follows up on nonconformances and corrective actions; coordinates release and reporting; and maintains assignment and inspection records in applicable client systems. Remote surveillance technologies, such as hands-free video collaboration, three-dimensional scanning, and model overlay tools, supplement but do not replace in-shop presence and judgment. The candidate must be willing and able to complete required Waste Treatment Plant (WTP) and client Supplier Quality & Expediting (BSQE) qualification, training, and on-the-job training requirements. The posting also identifies the role as full-time telework, while separately stating that the work is not office-based and involves extensive supplier-site travel.

Requirements

  • At least one of the stated basic qualification pathways: two years of related experience involving 2,000 hours of in-shop surveillance, examination, or testing; or a high school diploma or equivalent plus 1,000 such hours; or an associate degree (or equivalent of two years of full-time college coursework in a related discipline) plus 500 hours of related in-shop experience.
  • Valid driver’s license and ability to travel routinely to supplier facilities within the assigned area.
  • Ability to obtain and maintain any client, facility, or export-control access required for assigned suppliers.
  • Ability to work under moderate supervision and reach defensible conclusions independently while at supplier facilities.
  • Excellent verbal and written communication skills, including clear, factual surveillance report writing.
  • Working knowledge of word-processing and spreadsheet applications, electronic report submission and assignment tracking, and digital camera use.
  • Ability to work safely in an industrial fabrication environment with exposure to noise, heat, cold, dust, fumes, and moving equipment, and to wear required personal protective equipment at all times.
  • Ability to climb ladders and stairs, work at elevation, enter confined or restricted spaces where authorized, stand and walk for extended periods, and lift and carry inspection equipment of approximately 25 pounds.
  • Vision and hearing, with correction as needed, sufficient to perform visual examinations and witness testing.
  • Willingness and ability to complete required WTP and client BSQE qualification, training, and on-the-job training requirements.
  • Willingness and ability to travel approximately 75–80%, including frequent travel, changing assignment locations, and East Coast supplier travel when coverage requires.
  • Availability for occasional schedule changes, extended supplier coverage, and approved overtime.
  • Include all industry certifications with the resume, including issue and expiration dates.

Nice To Haves

  • Commodity experience in structural steel and plate work; piping, spools, valves, and supports; pressure vessels, exchangers, tanks, and skids or modules; rotating equipment and packaged units; electrical and instrumentation equipment, including transformers, switchgear, and e-houses; protective coatings and linings; or precast and prestressed concrete products.
  • Working familiarity with applicable codes and standards, such as ASME Boiler and Pressure Vessel Code Sections I, V, VIII, and IX; ASME B31.1 and B31.3; AWS D1.1; API standards; and AMPP/SSPC coating standards.
  • Industry certifications such as ASNT Level II in one or more nondestructive examination methods, AWS Certified Welding Inspector, AMPP/NACE coating inspector, or NPCA Production and Quality School certification.
  • Experience with quality programs applicable to the assignment, including ISO 9001, 10 CFR 50 Appendix B, or NQA-1.
  • Experience on engineering, procurement, and construction projects in energy, nuclear, liquefied natural gas, mining and metals, or major infrastructure.
  • Experience with supplier assessment, surveillance-level determination, supplier requalification, or supplier document and certification data-book control.
  • Experience with international suppliers and translated documentation; a second language relevant to the assigned region is an advantage.
  • Comfort reviewing drawings, specifications, purchase-order requirements, inspection and test requirements, and supplier documentation, and identifying or documenting nonconformances.

Responsibilities

  • Represent the client as the supplier’s primary contact and carry out the quality surveillance activities defined by the assignment scope and quality surveillance plan.
  • Review procurement-document requirements with supplier representatives and participate in kickoff and pre-fabrication meetings, confirming witness and hold points, inspection and test planning, documentation deliverables, and traceability expectations.
  • Verify before work begins that qualified procedures and personnel, calibrated equipment, current approved drawings and revisions, and released material are in place.
  • Monitor supplier activities and witness operations, inspections, examinations, and tests to verify procurement requirements, including first operation and nondestructive examination, welding, fit-up and dimensional verification, blasting and coating, pressure and functional testing, final inspection, factory acceptance testing, and pre-shipment verification.
  • Review supplier-generated quality records, including material test reports, traceability and heat records, nondestructive examination reports, qualification records, calibration records, coating records, and data books.
  • Verify that sub-suppliers and subcontracted operations are disclosed, qualified, and controlled, and that relevant sub-tier findings and records appear in supplier reporting.
  • Review supplier documents submitted to the client, with or without comments; do not sign, initial, stamp, or otherwise endorse supplier inspection and test plans or other supplier documents.
  • Reject nonconforming material and document conditions objectively by reference to governing requirements, with supporting photographic evidence.
  • Collaborate with suppliers and project supplier quality personnel to achieve satisfactory disposition of nonconformances; refer design-driven items to the Responsible Engineer for technical disposition.
  • Verify corrective actions in the shop using supplier evidence and personal observation; track action owners, due dates, closure evidence, and follow-up verification; report repeat findings and adverse trends.
  • Release conforming material for shipment and notify other client functional organizations to coordinate their activities.
  • Prepare timely, accurate surveillance reports documenting attendance, observations, actions, and surveillance status for client project personnel and the customer.
  • Provide early notice of quality or fabrication-progress risks to the Area Supervisor and project supplier quality personnel, and coordinate with area expediting personnel.
  • Support technology-enabled remote surveillance while maintaining the required in-shop presence and judgment.
  • Maintain assignment, notice-of-inspection, finding, certification, and photographic records in applicable client systems.
  • Travel routinely to supplier facilities, primarily in the Western Region and, when coverage requires, to East Coast locations.
  • Complete required WTP and client BSQE qualification, training, and on-the-job training requirements.
