About The Position

The Supplier Quality Representative (SQR) represents Bechtel as the supplier’s primary contact and visits supplier and vendor facilities to perform quality surveillance defined by each assignment. Through monitoring, observation, document review, witnessing examinations and tests, and selective hands-on inspection, the representative verifies that supplier-furnished materials and equipment meet applicable codes, standards, and Bechtel procurement requirements. The SQR rejects nonconforming material, works with suppliers and project supplier quality personnel to reach satisfactory dispositions, releases conforming material for shipment, and reports surveillance results to Bechtel project personnel and the customer. The role includes reviewing procurement requirements with suppliers; participating in kickoff and pre-fabrication meetings; and confirming required procedures, personnel qualifications, calibrated equipment, approved drawings, materials, inspection plans, documentation, and traceability before work begins. Surveillance may cover welding, nondestructive examination, fit-up and dimensional checks, blasting and coating, testing, final inspection, factory acceptance testing, and pre-shipment verification. The representative also reviews quality records, verifies the control of sub-suppliers, documents findings and corrective actions, maintains assignment and inspection records, and communicates quality or fabrication risks. This is a field- and shop-based role, not an office-based position. The stated schedule is approximately 24–40 hours per week for roughly three months, with overtime as needed and approved case by case. Travel is approximately 75–80%, primarily to supplier facilities, with coverage in the Western Gulf Region and a preference for candidates in west or central Texas who can help cover San Angelo and Abilene. The role requires comfort working independently at changing supplier locations and flexibility for occasional schedule changes and extended supplier coverage. Remote surveillance tools may supplement, but do not replace, in-shop presence and judgment.

Requirements

  • Meet one of the stated basic qualification pathways: two years of related experience involving 2,000 hours of in-shop surveillance, examination, or testing; or a high school diploma or equivalent and 1,000 such hours; or an associate degree or equivalent of two years of full-time related college coursework plus 500 hours of related in-shop experience.
  • Have a valid driver’s license and ability to travel routinely to supplier facilities within the assigned area.
  • Be able to obtain and maintain client, facility, or export-control access required for assigned suppliers.
  • Demonstrate ability to work under moderate supervision and reach defensible conclusions independently at supplier facilities.
  • Have excellent verbal and written communication skills, including clear and factual surveillance report writing.
  • Have working knowledge of word processing and spreadsheet applications, electronic report submission and assignment tracking, and digital camera use.
  • Be able to work safely in industrial fabrication environments with exposure to noise, heat, cold, dust, fumes, and moving equipment, while wearing required personal protective equipment.
  • Be able to climb ladders and stairs, work at elevation, enter confined or restricted spaces where authorized, stand and walk for extended periods, and lift and carry inspection equipment of approximately 25 pounds.
  • Have vision and hearing, with correction as needed, sufficient to perform visual examination and witness testing.
  • Provide industry certifications with the resume, including issue and expiration dates.

Nice To Haves

  • At least 4–5 years of QA/QC, supplier quality, or shop-surveillance experience is preferred in the posting description.
  • Structural steel fabrication and coating experience; a Certified Welding Inspector (CWI) credential is strongly preferred in the posting description.
  • Additional in-shop quality surveillance or related experience with equipment or materials common to the Bechtel marketplace.
  • Commodity experience in structural steel and plate work; piping, spools, valves, and supports; pressure vessels, exchangers, tanks, and skids or modules; rotating equipment and packaged units; electrical and instrumentation equipment; protective coatings and linings; or precast and prestressed concrete products.
  • Working familiarity with applicable commodity codes and standards, such as ASME Boiler and Pressure Vessel Code Sections I, V, VIII, and IX; ASME B31.1 and B31.3; AWS D1.1; API standards; and AMPP/SSPC coating standards.
  • Industry certifications such as ASNT Level II in one or more nondestructive examination methods, AWS Certified Welding Inspector, AMPP/NACE coating inspector, or NPCA Production and Quality School certification.
  • Experience with quality programs applicable to the assignment, including ISO 9001, 10 CFR 50 Appendix B, or NQA-1.
  • Experience on engineering, procurement, and construction projects in energy, nuclear, liquefied natural gas, mining and metals, or major infrastructure.
  • Experience with supplier assessment, surveillance level determination, supplier requalification, or supplier document and certification data book control.
  • Experience with international suppliers and translated documentation; a second language relevant to the assigned region is an advantage.

Responsibilities

  • Represent Bechtel as the supplier’s primary contact and perform quality surveillance according to the assignment scope and surveillance plan.
  • Review procurement requirements with supplier representatives and participate in kickoff and pre-fabrication meetings to confirm requirements, witness and hold points, inspection and test planning, documentation, and traceability.
  • Verify before production that qualified procedures and personnel, calibrated equipment, current approved drawings and revisions, and released materials are in place.
  • Monitor supplier work and witness operations, inspections, examinations, and tests to verify compliance with procurement requirements.
  • Review supplier-generated quality records, including material test reports, traceability and heat records, nondestructive examination reports, qualification and calibration records, coating records, and data books.
  • Verify that sub-suppliers and subcontracted operations are disclosed, qualified, and controlled, and that relevant findings and records are reported.
  • Reject nonconforming material and document findings objectively with reference to requirements and supporting photographic evidence.
  • Collaborate with suppliers and project supplier quality personnel on nonconformance dispositions; refer design-driven issues to the Responsible Engineer for technical disposition.
  • Verify corrective actions using supplier evidence and personal observation, track owners and due dates, confirm closure evidence, and report repeat findings or adverse trends.
  • Release conforming material for shipment and notify other Bechtel functional organizations to coordinate their activities.
  • Provide timely, accurate surveillance reports to Bechtel project personnel and the customer, and notify the Area Supervisor and project supplier quality personnel of quality or fabrication progress risks.
  • Coordinate with area expediting personnel so quality and progress status are consistent.
  • Support remote and technology-enabled surveillance using tools such as hands-free video collaboration, three-dimensional scanning, and model overlay tools.
  • Maintain assignment, notice-of-inspection, finding, certification, and photographic records in applicable Bechtel systems.
