This role serves as the primary Supplier Quality Point of Contact for the Line of Business Quality & Advanced Systems (Q&AS) organization. The position involves supporting major subcontractor and supplier selections, mitigating counterfeit avoidance and broker risk, and managing Purchase Requisitions/Purchase Orders within the Procure-to-Pay (P2P) system with associated Quality Flowdowns. The engineer will provide QA support to subcontractor meetings and the Subcontract Management Team, and collaborate with sourcing to ensure effective sub-tier supplier management. Participation in Quality Program Team (QPT) Meetings and/or Program Meetings is expected. Key responsibilities include identifying supplier quality requirements flow down from Statements of Work (SOWs), PRs, and POs, implementing Part Coding of Quality Data (ZQUALs), and engaging as a member of the proposal team. This includes reviewing requests for proposal, developing Supply Chain Quality Basis of Estimates (BOEs), and providing input to the Proposal Team, Sourcing, and Quality Program Managers (QPMs). The role also involves conducting Prime Contract Reviews as they relate to suppliers, understanding new designs, technologies, processes, complexity levels, and key characteristics being transferred to suppliers. Utilizing tools like the Program Readiness Review (PRR), Technical Transition Plan (TTP), and Manufacturing Readiness Level (MRL) to assess supplier readiness levels and controls is crucial. Establishing source inspection and resource planning, identifying high-risk suppliers impacting quality (e.g., RBAT, COMBAT), and ensuring supplier contract requirements are implemented and verified are core functions. The engineer will work with Subject Matter Experts (SMEs) to flow down Flowdown Special Process (FSP) requirements for suppliers, develop supplier First Article Inspection (FAI) source and receiving inspection plans, and participate in supplier drawing reviews. Planning and coordinating supplier special process surveys, performing receiving and source inspection planning and support, and participating in supplier test readiness reviews are also key duties. The role requires witnessing/monitoring supplier qualification, functional, and acceptance tests and reviewing results. Implementation and monitoring of the Designated Quality Representative (DQR) Program and supplier performance analysis, including rhythmic supplier performance analysis and trend monitoring, are essential. The engineer will identify continual improvement initiatives to strengthen quality systems, processes, and performance for at-risk suppliers. Monitoring quality control activities and systems at supplier facilities through surveillance, audits, incremental inspects, tests, and technical reviews, while maintaining feedback loops, is required. Participation in applicable forums to facilitate disposition of supplier non-conformances and support of supplier failure investigations through Root Cause Corrective Action (RCCA) and issuing Supplier Corrective Action Requests (SCARs) as required, including determining impact on other product lines/designs, is part of the role. Ensuring all applicable inspections are conducted at the supplier and within Receiving Inspection, documenting and controlling Non-Conformance Material (NCM), and verifying that required supplier certifications and FAIs meet contract requirements are critical. The role involves updating program management or other stakeholders on various aspects of supplier quality performance and evaluating supplier-caused costs to determine the level of financial recovery. Maintaining an Internal and Supplier Audit Program to ensure compliance with contractual, regulatory, and Quality Management System requirements is also a responsibility.
