About The Position

This position is located in the DoW Office of Inspector General (DoW IG), Deputy Inspector General for Administrative Investigations (DIG-AI), Whistleblower Reprisal Investigations (WRI) Directorate. Duties include leading, supervising, and directing a team of whistleblower reprisal investigators and oversight support personnel in the oversight and review of complaint evaluations and investigations regarding reprisal in violation of 10 U.S.C. § 1034 and PPD-19. The role involves assigning work to subordinates based on priorities, difficulty of assignments, and employee capabilities, providing technical oversight, and reviewing work products. Duties may also involve investigative work for reprisal investigations and special assignments into allegations of reprisal. The position requires evaluating final reports of investigation and complaint evaluations submitted by Service/Component IGs for compliance with established investigative policies and standards, and maintaining effective liaison with Service/Component IG offices on matters concerning the conduct and oversight of whistleblower reprisal and restriction investigations. As necessary, the incumbent will brief senior DoW OIG leadership on relevant issues and trends.

Requirements

  • Must be a U.S. Citizen.
  • Position has been designated as security designation level Special Sensitive.
  • Incumbent is required to obtain and maintain a Top Secret / Sensitive Compartmented Information (TS/SCI) security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service.
  • You may be required to complete a financial disclosure (OGE-450).
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoW OIG.
  • The incumbent must adhere to the DoD Standards of Conduct.
  • For entry at the GS-14 grade level, status applicants must have served 52 weeks as a GS-13 or equivalent, or higher grade in the Federal Service.
  • One year (52 weeks) of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required.
  • Specialized experience is defined as reviewing, oversighting, or evaluating investigations; including reviewing standards, evidence, or investigative reports.
  • Applicants must have experience researching Federal Laws, regulations and other policies, and applying those standards when reviewing evidence and investigative reports.
  • Experience must include making process improvement recommendations based on trends identified in their reviews and experience leading teams; including assigning and monitoring work and evaluating performance.

Nice To Haves

  • Current DoW civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
