About The Position

This position is with the U.S. Army Corps of Engineers, St. Paul District, Engineering and Construction Division (E&C). The St. Paul District E&C designs water resource projects to benefit the people of Minnesota, western Wisconsin, northeastern North Dakota, portions of South Dakota and Iowa, and the nation. These projects support inland navigation, flood risk management, and environmental restoration. This position is with the St Paul District, HIRING OFFICE. Duties include supervising employees engaged in studying, planning, and designing the foundations, soils and material aspects of earth, concrete, and rock structures such as levees, retaining walls, tunnels, roads, channels, and dams. The role also involves overseeing planning, design, and construction support for flood risk mitigation, navigation, habitat restoration, hydropower, and/or implementation of dam safety interim risk reduction measures. Additionally, the position requires overseeing the development of geologic interpretations, soils, foundations, and materials inputs, and designs for the full range of planning and engineering efforts. It includes providing leadership for the Dam Safety Program (Dam Safety Program Manager) and resources for inspections, evaluations and maintenance of the District's dams. The role also entails planning and reviewing the work of the section, assigning work and providing instruction covering unusual or complex features of the project, and maintaining constant surveillance over section work progress, problems encountered and action taken, and ensuring schedules are met. Supervisory management duties such as initiating, recommending, or approving personnel actions, approving leave, making performance evaluations, identifying training needs, resolving complaints, and effecting minor disciplinary actions are also part of the role.

Requirements

  • Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
  • Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
  • Degree: Bachelor's degree (or higher degree) in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography.
  • Combination of Education and Experience: Course work as shown in A above, plus appropriate experience or additional education.
  • One year of specialized experience which includes meeting all of the following: 1) Lead geotechnical engineering activities for civil works projects involving dams, levees, foundations, and/or related infrastructure; 2) experience overseeing dam safety and/or multidisciplinary engineering programs, including technical reviews, inspections, or risk assessments; and 3) lead engineers and geologists by directing work, managing resources, and/or evaluating performance.
  • Must possess and maintain license/registration as a Professional Engineer and/or Professional Geologist. This license/registration must be in good standing and issued by any one of the 50 states, or its territories.
  • Proof of U.S. Citizenship is required.
  • Requires a 1 year probationary period.
  • Requires submission of a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
