About The Position

This role serves as the Facility Manager of the institution, responsible for the planning, direction, and management of all maintenance, repairs, alterations, and construction projects. The position involves managing a workforce of civilian and inmate workers. The incumbent will initiate proposals for improvements, major repairs, and replacement of institution facilities, evaluating them based on operational costs, manpower requirements, structural changes, and engineering principles. This includes making cost estimates, directing the preparation of preliminary drawings and material lists, and providing recommendations on project feasibility and execution. A critical aspect of this role, alongside all other correctional institution employees, is maintaining the security of the institution, with correctional responsibilities taking precedence over all other duties.

Requirements

  • U.S. Citizenship is Required.
  • Major study -- engineering, industrial arts, property management, or business administration.
  • Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
  • Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
  • Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
  • At least one year of specialized experience that equipped the applicant with the qualifications to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
  • Experience determining plans, and developing the service demands for electric power, heating power and other utilities requiring considerable knowledge of the capacities and characteristics of the various power producing units and distribution systems.
  • Experience developing and assuring the execution of a continuing program of preventive maintenance to keep the institution plant and facilities in sound condition.
  • Experience meeting with representatives or architectural/engineering firms as required in the development of plans for new construction and major renovations.
  • Experience which demonstrates the ability to supervise staff, to include planning, organizing, reviewing work, administering personnel matters, dealing with employees and union representatives.
