The Supervisory Emergency Management Specialist (Geospatial) leads geospatial analysis, GIS program coordination, and technical teams supporting emergency management operations. The position oversees complex geospatial programs and delivers data-driven products, using GIS, remote sensing, cartographic production, and/or geospatial modeling tools. The role coordinates with FEMA headquarters, regional components, field operations, and Federal, State, local, tribal, territorial, and other emergency management partners to identify requirements, establish priorities, and promote information sharing. It directs development and maintenance of GIS standards, procedures, data protocols, web services, applications, shared systems, and data publication processes. The specialist briefs senior leaders, customers, and partner organizations on geospatial capabilities, operational needs, analysis, program risks, and improvements. FEMA employees have recurring emergency management responsibilities and may be recalled around the clock. The position may involve irregular hours, duties outside the official position description, extensive travel with little advance notice, and extended deployment or relocation to emergency sites with austere and challenging conditions. The selected employee must attend a three-week, in-person training course in Emmitsburg, Maryland, within six months of onboarding; FEMA covers travel expenses.
