About The Position

This position is located in the Office of Inspector General, Office of Inspector General. The Office of Inspector General is an independent office within EPA that helps the agency protect the environment in a more efficient and cost-effective manner. We consist of auditors, program analysts, investigators, and others with extensive expertise. Although we are a part of EPA, Congress provides us with our funding separate from the agency, to ensure our independence.

Requirements

  • Suitability for Federal employment, as determined by a background investigation
  • You must be at least 21 years of age and not older than 36 at the time of appointment
  • You must have successfully completed and passed Federal Law Enforcement Training Center's Criminal Investigator training program (CITP), OR an equivalent and recognized federal law enforcement training program
  • Required to carry and use firearms in the performance of their law enforcement duties
  • Required to participate in firearms training and qualifications, as well as physical standards and training consistent with Departmental law enforcement requirements
  • Must not have been convicted of a misdemeanor crime of domestic violence from being appointed to this position unless such conviction was expunged, set aside, or the applicant received a pardon
  • You must be available at all times, to include holidays.
  • You may also be sent on extended temporary duty station assignments away from your assigned office.
  • You may be reassigned to different duty locations throughout the U.S. based on the needs of the Agency.
  • Applicants must possess a valid state driver's license or be able to operate a Government-owned or leased motor vehicle.
  • All applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service.
  • You may qualify for the GS- 15 grade level , if you possess at least one year of specialized experience equivalent to the GS-14 grade level in the federal sector, or the equivalent in the private sector.
  • Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position. For this position your specialized experience must demonstrate the following: Works extensively with the Assistant Special Agents in Charge and Deputy Inspector General for Investigations to ensure that all cases, projects, actions, and priorities of the OIG are developed and accomplished in a timely, logical manner, and adheres to all legal and administrative guidelines; Direct and manage a comprehensive financial fraud, program integrity, and employee misconduct investigative program to ensure the investigative mission of the organization is met; Analyze complaints and requests for investigations to prioritize initiatives and scope of assignments based on factors such as jurisdiction, mission impact, and resources; Provide representation to internal and external stakeholders as a financial fraud, program integrity, and employee misconduct subject matter expert; Manage the planning and conduct of all criminal, civil, administrative investigations within the organization's scope of responsibility including the utilization and planning of resources; and Articulate to staff assignments, projects and/or problems to be solved; action events; milestones; and investigative issues under review or evaluation.

Responsibilities

  • Direct and oversee criminal investigators responsible for OI's operations in the Branch by establishing performance expectations, guidelines, schedules for work completion; evaluating allegations; and recommending appropriate investigative activity.
  • Serve as a liaison to the OIG, EPA, law enforcement organizations, and professional business community in promoting and addressing matters on behalf of the OI and OIG; and serves as an advisor between field operations and OI leadership to identify more efficient operational methods and procedures, and propose policy and/or procedure recommendations for change in the program areas for which the division is responsible to ensure OI goals and objectives are achieved.
  • Oversee the full range of personnel activities for the Branch, including performance appraisals, recruitment and selection, management of discipline and grievance procedures, and professional development training programs.
  • Assist the Branch ASACs in operational oversight to include developing special investigative projects designed to identify systemic weakness and fraudulent activities, and planning and implementing investigative policies, standards, requirements, and procedures.
  • Reviews and approves all investigative reports and coordinates the investigative findings with the senior OI leadership, Agency officials, and prospective officials.
  • Develops alternative investigative products, such as Management Implication Reports to assist EPA in promoting economic, efficiency, and effectiveness.
