About The Position

As Deputy Contracting Chief, exercises full and concurrent authority with the Chief, in performing the overall procurement mission of the Division to include planning, supervision, management, review of policies, programs and functions of the Division. This position may be filled as a Temporary Appointment NTE 3 years. Duties include serving as a contracting officer with unlimited monetary authority to contract for supplies, services, utilities, and agreements on behalf of the United States. The role involves reviewing contracts and other procurement regulations and policies, assuring inclusion of pertinent clauses and conditions, and acting as an official agent of the government, making final determinations and signing obligating contractual documents. Additionally, the position entails performing personnel and position management functions such as evaluating performance, interviewing candidates, making selections for vacancies, determining training needs, and conducting biennial position reviews. The role also requires giving advice and making recommendations on all aspects of pre-award and post-award functions or elements for all military and civil works procurement actions.

Requirements

  • This position requires the submittal of DD Form 1555 in accordance with AR 600-50.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • PERFORM TEMPORARY DUTY: This position has a Temporary Duty (TDY) or business travel requirement of 25% or less of the time.
  • SECRET CLEARANCE: This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • A background investigation and credit check are required.
  • FINANCIAL DISCLOSURE: This position requires submission of financial disclosure upon entrance into position and annually thereafter in accordance with DoD Directive 5500-7-R.
  • SUPERVISORY PROBATION: A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • ACQUISITION CORPS MEMBERSHIP (AC): Selectee must be an Acquisition Corps (AC) member at the time of permanent selection for the position or have been granted a waiver.
  • PROBATIONARY PERIOD - Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

  • One year of specialized experience which includes executing complex, high-dollar contracts using fixed-price or cost-reimbursement contract types; Reviewing contracting activities to determine whether management objectives are being met; Providing technical advice concerning pre-award/post-award functions, contract claims, disputes, or contractor performance; Serving as a first line supervisor responsible for managing the workload of professional contracting personnel.
  • Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
  • Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions.
  • At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
  • 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • One year trial/probationary period may be required.
  • Direct deposit of pay is required.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE 450) upon entry, and annually thereafter.
  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
  • This is a Career Program (CP) 14 - Contracting and Acquisition position.
